Designers Bid Recommendation/Value <br /> Engineering Worksheet <br /> PURPOSE: For the Board of Orange County Commissioners to: <br /> 1. Award a bid to Racanelli Construction South, Inc., Apex, North Carolina in the amount of <br /> $268,370 for the renovation of a former restaurant at 308 West Franklin, Chapel Hill, NC <br /> to create offices, meeting rooms, and support spaces for the Orange County Visitors <br /> Bureau. <br /> 2. Authorize the County Manager to sign the construction agreement and execute any <br /> amendments for unforeseen requirements up to the approved budget amount on behalf of <br /> the board, contingent upon final review of the County Attorney. <br /> BACKGROUND: On November 19, 2019, it was announced that Orange County would lease <br /> two of its facilities, 501 and 503 West Franklin Street, Chapel Hill, NC to Well Dot. Inc, a healthcare <br /> technology company, at terms to be determined at a later date. Well Dot. plans to renovate the <br /> facilities for the purpose of establishing a new operations and corporate center in Chapel Hill that <br /> will create about 400 high-paying jobs over five years. <br /> As a result of this announcement, it became necessary to find new facilities for the County <br /> departments and County supported agencies housed at these facilities. One of those displaced <br /> agencies was the Orange County Visitors Bureau. On January 21, 2020 the Orange County <br /> Board of County Commissioners approved the lease 308 West Franklin Street, Chapel Hill, NC, <br /> a former restaurant, as the future home for the Orange County Visitors Bureau. Josh Gurlitz <br /> Architecture, Chapel Hill, NC was retained on March 1, 2020 to develop the plans and <br /> specifications necessary to renovate this facility. <br /> Competitive bids from five qualified general contractors were received and opened on September <br /> 10, 2020. A review of the bid documents was conducted by County staff and the project designer, <br /> and it was determined that the lowest responsive bid for this project was Racanelli Construction <br />
