5 <br /> This budget amendment provides for the receipt of these grant funds for the purposes <br /> mentioned above. (See Attachment 1, column #7) <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br /> applicable to this item: <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, <br /> gang activity, substance abuse and domestic violence. <br /> Housing and Community Development <br /> 8. As part of the Round 2 Coronavirus Relief Funding (CRF), the Town of Carrboro <br /> received $288,161 as their per capita allocation. The Town has allocated $214,405 of <br /> those funds back to the Orange County Housing and Community Development <br /> Department, with $32,819 to be used toward the Rapid Rehousing program, and <br /> $181,586 to be used toward the County's Housing Stabilization efforts. The Town of <br /> Hillsborough received $86,449 as their per capita allocation. The Town has allocated <br /> $10,310 of those funds back to the Orange County Housing and Community <br /> Development Department to be used toward the County's Housing Stabilization efforts. <br /> This budget amendment provides for the receipt of these funds from the Towns of <br /> Carrboro and Hillsborough for the above stated purposes in the Community <br /> Development Fund. (See Attachment 1, column #8) <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br /> applicable to this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> 9. Orange County Housing and Community Development has received notification of <br /> additional CARES Act funds of $1,856,482 through the North Carolina Department of <br /> Public Safety, Office of Recovery and Resiliency (NCORR). At its October 20, 2020 <br /> meeting, the Board of County Commissioners approved the receipt of $937,803 in <br /> CARES Act funds from NCORR. With this additional amount, the total NCORR CARES <br /> Act funds is a not to exceed amount of $2,794,285. These are federal reimbursement <br /> funds that include Treasury Coronavirus Relief Funds and Housing and Urban <br /> Development (HUD) Community Development Block Grant - Coronavirus funds. These <br /> funds will be used to prevent evictions and utility disconnections, and encourage housing <br /> stability in response to the COVID-19 crisis. The period for this award runs through <br /> February 28, 2021. This budget amendment provides for the receipt of these additional <br /> funds, on a reimbursement basis, up to $1,856,482, for the above stated purposes.
