As a result of their preliminary review, NCDOT requested <br /> supplemental sensitivity analyses. Recognizing that this information was forthcoming,their <br /> review was paused. The Congestion Management Unit of NCDOT has now completed their <br /> review of all associated analyses and has forwarded their comments to the District Engineer. <br /> We expect formal comments from NCDOT before 10120. <br /> B. Staff is concerned the proposed square footages for structures, as detailed on the Master Concept <br /> Plan and within the Project narrative, are not clearly reflected within the TIA. Put simply, there <br /> appears to be more building area generating potential traffic impacts that are not addressed in the <br /> submittal we are currently reviewing. <br /> Response: The Narrative has been modified to specify that the FAR for each Development <br /> Area shall not exceed 0.65 provided that the total development of the project shall not exceed <br /> 500,000 SF of gross floor area. The addition of this provision within the Narrative allows for <br /> total development of the site to be consistent with the TIA. Refer to Section 2-5.A.2 of the <br /> Narrative and Sheet C2.0 of the Rezoning Plan for details. <br /> C. Staff would like to review the possibility of reserving a 50 ft. right-of-way along the northern property <br /> line to accommodate a future access road for parcels fronting on Southern Drive to obtain access <br /> to Mt. Willing Road. This could be a separate roadway or some form of internal connectivity for <br /> these adjacent parcels to the internal roadway network within the Project.This is to address potential <br /> loss of Southern Drive as an access for these parcels in the event of railroad expansion. <br /> Response: At this time, a 50' right-of-way is not proposed along the northern property line <br /> because there is existing access from these properties to Mt.Willing Road through Southern <br /> Drive. <br /> D. Staff is concerned about the proposed drive access points along the Interstate exit ramp running <br /> parallel with the southern Property line. Specifically, staff is concerned about what appears to be 2- <br /> way traffic access onto the exit ramp from Development Area 1 (i.e. Buc-ee's Travel center). Staff <br /> will be recommending to the applicant and NC DOT the proposal be revised to allow for right-turn <br /> only for these driveways, specifically: <br /> • Entrance to the Project near the intersection of Mt. Willing Road; <br /> • Exit onto the allowing drivers to access Development Area 1 near the intersection of the <br /> f UD Highway 70 connector. <br /> i This presumes NC DOT allows for the development of driveway/access roads onto the exit ramp <br /> serving Development Area 1. <br /> Response: The two Development 1 driveways onto the service road are limited to right- <br /> in/right-out movements only. Two-way traffic onto the service road is not proposed. The <br /> proposed number and configuration of site driveways is necessary to provide adequate <br /> capacity for and efficient dispersal of overall projected traffic demands. <br /> E. Orange County Planning supports the proposed US Highway 70 connector improvements as <br /> detailed on the Master Concept Plan and referenced within the TIA. <br /> Response: Comment noted. <br /> F. Mt. Willing Road is on the County's adopted 2019 Efland-Buckhorn- Mebane Access Management <br /> Plan (EBM AMP) as well as the Orange County CTP.
