2 <br /> Detailed breakdown is outlined in the table below: <br /> 5311 Grant Application: 5339 Combined Capital Grant: Totals: <br /> Total $ 182,325 $1,047,700 $ 1,230,025 <br /> Federal $ 145,860 $838,160 $ 984,020 <br /> Local $ 36,465 $209,540 $ 246,005 <br /> FINANCIAL IMPACT: The NCDOT 5311 Community Transportation and 5339 Combined Capital <br /> Grant Programs: The department will utilize any currently available carryover funds from Article <br /> 43 Transit Tax proceeds to cover the required local match, and will address this in a future Budget <br /> Amendment for consideration by the Board of Commissioners. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item. <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic <br /> background; age; military service; disability; and familial, residential or economic status. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br /> OCPT provides opportunity for access to jobs and services to many individuals. <br /> The 5311 and 5339 Combined Capital Grants provide Orange County access to funds to support <br /> its transportation infrastructure that promotes economic self-sufficiency to a wide range of <br /> residents and locations. The funds additionally support a system that enhances the access of <br /> residents in the non-urbanized areas to health care, shopping, education, employment, public <br /> services, and recreation. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1) Approve submittal of 5311 and 5339 Combined Capital Grant applications for FY 2022 in <br /> the total amount of $1,230,025 with a local match total of $246,005 to be provided when <br /> necessary; <br /> 2) Approve and authorize the Chair to sign the 5311 Program Resolution, the <br /> DBE/MBE/WBE/HUB Anticipated Vendor Awards, the DBE Good Faith Efforts Certification <br /> the Local Share Certification and the Title VI Program Report; <br /> 3) Authorize the Chair to sign the annual Certifications and Assurances documents (when <br /> these legal documents are issued by the federal register) and upon final review by the <br /> County Attorney; <br /> 4) Close the public hearing; <br /> 5) Authorize the acceptance of written comment(s) via e-mail to the Board at <br /> ocbocc orangecountync.gov or by delivery to the Orange County Transportation Services <br /> office at, 600 Hwy 86 N Hillsborough, North Carolina 27278, until 9:00 a.m. on Thursday <br /> December 17, 2020. <br />
