Director <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To provide for BOCC approval, a resolution authorizing staff to: <br />1. officially begin the RFP process for expanding the remaining part of the 1997 Efland Sewer <br />Bond and Buckhorn Economic Development District (EDD) utility systems, and <br />2. begin the negotiation process with the City of Mebane to become the water & sewer system <br />utility for the Buckhorn EDD. <br />BACKGROUND: <br />A. Introduction: <br />The Efland Cheeks and Buckhorn areas are small, unincorporated villages and neighborhoods <br />located within the I-85/I-40 between the Town of Hillsborough and the City of Mebane. This <br />area under Orange County's planning jurisdiction has been the subject of various infrastructure, <br />small area plans and economic development district plans, at different times, since 1984. <br />These various studies have produced to a certain degree a mixture of goals that could be <br />integrated better to improve the comprehensive and orderly development and upgrading of <br />services in the area. <br />What follows is a topical background of the various facets of study in the past and upcoming <br />activities to plan for the future. <br />B.
