c. Oaks Community Rural Historic District: new interest from local residents: Members
of what was called the Oaks community, near the Inn at Bingham School, contacted staff
to follow up on recent discussions about the history and significance of their community as
a result of the recent construction of the microbrewery facility at the Pluck Farm site on
NC 54, just east of the Inn. Staff has been invited to participate in an online community
meeting to discuss possible historic designations for this area, such as a National Register
Rural Historic District, as a tool in their efforts to preserve the rural character of their area
of the county. Staff will report back at the December meeting with an update.
d. Membership: Members discussed potential ways to recruit new members, with the
caveat that any new members will be required to possess one of the specific professional
backgrounds stipulated by the state's Certified Local Government program: historian,
architect, preservationist, landscape architect, or archaeologist. It is not easy to find
members who can meet these qualifications. All agreed to continue to seek new ways to
identify prospective members who can meet these requirements.
ITEM #6: UPDATES AND INFORMATION ITEMS
a. Dendrochronology project receives Covington Foundation Grant:
The HPC and the Alliance received word that the grant application for $10,000 was
funding at a partial level of$5,000. This is good news. Staff will proceed to approach the
Hillsborough Preservation Fund for some additional financial support. Ayr Mount has
agreed to participate to have that house dated. Other sources will be pursued.
b. Book project status/update:
Editor/author Laura Phillips continues to make progress on the written property entries.
The lack of detailed research continues to make for slower progress than we'd like. This is
exacerbated by the closure of the State Archives, UNC and other places where we need
to do essential research to complete the text. The Alliance will have their attorney review
the proposed contract with the book designer and will then enter into that contract. We
need to have the book designer on board in order to obtain nicely designed promotional
materials to send with our funding request letter and for various PR initiatives.
c. Occaneechi Village Workday and possible National Register Nomination:
Staff contacted the Office of State Archaeology to get their thoughts on the potential for
National Register listing the historic Occaneechi sites along the Eno (Wall, Fredericks and
Jenrette sites). There was a productive volunteer workday at the reconstructed village site
on October 24, and will be final one for this year on November 21. The goal will be to
complete the frame of the large hut.
d. Open airtime: None
ITEM #7: ADJOURNMENT: the meeting was adjourned at 7:55.
Meeting summary by Peter Sandbeck, DEAPR staff
2
