10
Staff recommendation:
Staff believes that the work proposed in the project application as submitted complies with and is congruous
with the Design Standards for Orange County Local Historic Landmarks, with the following recommended
conditions added to address two issues not fully covered in the application materials:
Historic landscape and plantings: Preserve significant plantings and site features to the fullest extent
possible. Seek the advice of a historic landscape design professional to provide guidance on how to
protect site features and plantings from damage during or as a result of construction activities. Chatwood
still retains portions of its significant mid-201h century designed colonial revival landscape designs as well
as earlier plantings and site features like the historic road. (Design Standard 11-A-3:Maintain historic site
features and plantings through appropriate methods)
Archaeological resources: Make provisions to allow for the discovery of potentially significant
archaeological features that may be uncovered during the course of the work, particularly as excavations
are made for new footings. The site at Chatwood has a long history and presents a high probability for
the discovery of archaeological finds. Workers should be instructed to be watchful for below-ground
features. Consult with the staff of the HPC in the event that features are located, to develop a plan for
documenting any such features or artifacts. (Design Standard 11-F-7: Record archaeological evidence
that is uncovered during site work if the resources cannot be preserved in place)
