She said this path is an incredibly creative and sensible way <br /> to maintain the water quality of Falls Lake. <br /> Forest Westall, UNRBA Executive Director, said he has been involved in this process for <br /> 44 years, and thanked the Commissioners for their service. He said the NGOs and <br /> environmental community has worked on this project, and all are supportive. He said this is a <br /> model for dealing with existing development, and the commitment is for 5 years to maintain the <br /> water quality. He said the Lake is in good shape, and all want to keep it that way. He said this <br /> vote is intent to participate, as final details are worked out. He said if Orange County is not a <br /> part of the IAIA, it will have to submit its own plan. He said the implementation will begin in July <br /> 1, 2021. He said this is a joint effort by all involved. <br /> Commissioner Dorosin referred to page 8, and said there is a reference to Orange <br /> County going out alone, and the compensatory costs would range from $49,000 to $46 million. <br /> He said this is a useless statistic, and should be more accurate. <br /> David Stancil said the exact loading rate is really unknown, and it is more likely to be on <br /> the upper end of the range. He said he understands Commissioner Dorosin's comment. <br /> A motion was made by Commissioner Greene, seconded by Commissioner Price to <br /> authorize Commissioner Greene to indicate Orange County's intent to participate in the IAIA at <br />
