<br />October 3, 1960
<br />The Orange County Board of Commissioner's met in regular session on Ltanday, October 3, 1960, at
<br />ten o'clock a.m. in the Commissioners' room at the courthouse in Hillsboro, N. C.
<br />Uembers present: Chairman R. J, a. Hobbs, Co:meissioners Donald 9clade, Clarence Jones, Henry
<br />71alker and Donald Stanford.

<br />The minutes of the September meetings were read by the Clerk and approved by the Board.
<br />The following department officials presented reports for the month of September, 1960.
<br />Frank Frederick, Delinquent Tax Collector
<br />Jessie Trowbridge, Home Demonstration Agent
<br />Cashe Bo, gs, Dog harden
<br />Dr. 0. David Garvin, District Health Officer
<br />and Jane Parker, Welfare Sept.
<br />A. H, Craham, County Attorney, read a letter concerning the "In Rem" tax foreclosure statutes
<br />giving his opinion of said statutes.
<br />Upon motion of Commissioner Jones, seconded by Commissioner 'McDade, and unanimously adopted, the
<br />Tax Collector Sias directed to commence use of this method of foreclosure. The discretion of how and
<br />when this statute is to be applied was left to the County Accountant, and the County Accountant is
<br />to proceed by the old method where it is deemed advisable.
<br />The County Attorney reported that he had contacted the Hew York Bond attorneys alerting them
<br />to the possability of a bond election early next year.
<br />Jane Parker, 17elfaraze Supt., presented her resignation as 'iiolfare >upt. effective San, 1, 1961.
<br />This resignation zas accepted with regret by the Board.
<br />Dr. Garvin, District Health Officer, requested that the County adopt a resolution urgin^ it's
<br />representatives to the General Assembly to support the bill for mare appropriations from the State
<br />to the County Health Departments. The Board assured Dr, Garvin that such a resolution would be
<br />adopted upon the convening of the General Assembly.
<br />Dr. Garvin also urged that a more vigorous santation program be instituted in his department
<br />and requested ner:nission to hire an additional Sanitarian as he had sufficient funds on hand to
<br />hand this for the current budget year.
<br />The Board appointed Dr. larvin, Sam Gattis and A, H. Graham to investigate the possability of
<br />a septic tunic inspection fee system. The fee charged could be used to defray the cost of the
<br />additional Sanitarian in his department, Dr. Garvin stated that he would investigate the General
<br />Statute relative to this passable course of action.
<br />D. i[. Long, a former Deputy Sheriff, appeared before the Board and requested he be allowed
<br />thirty (30) days travel pay of W20.00 along; with his accumulated vacation. After a lengthy
<br />discussion of this matter the Board agreed to pay this sum to ur. Lon,; and to W. R. Roberts
<br />they allowed travel pay on the same basis as his accumulated vacation. The money for these
<br />allocations is to be taken from the regular travel account.
<br />The Tae Collection Settlement for the 1959-1960 tax year was presented and is as follows:

<br />The sellement was accepted subject to the audit of W. fl. Russ and Company presently to
<br />be undertakes.
<br />The following order was then exacuted by the Board of Commissioners relative to the
<br />collection of 1960 tax levy.
<br />RESOLUTION
<br />Upon motion duly made and seconded, the following resolution was unanimously adopted:
<br />VEEKAS, Section 105-325 of the General Statutes of North Carolina authorises, empowers
<br />and directs the Board of Commissioners to deliver to the Tax Collector on or before the first
<br />Monday in October an order directing him to collect the taxes assessed on all property listed
<br />and that such order has the force and effect of a judgment and execution, and
<br />WHEREAS, Section 105-391 and 105-392 of the General Statutes of North Carolina provide
<br />methods of foreclosing real estate for taxes following the Collector's sale of Certificate:
<br />HOW, THEREFORE, IT IS AOCORMNCLY ORDERED that the Orange County Tax Collector collect
<br />the taxes assessed on property listed in Orange County, together with penalities and interest
<br />thereon where applicable, and that a copy of the following order be this date delivered to
<br />the Tax Collector of Orange County:
