3 <br /> 11.This year's school applicants did not go through the usual review process, which is typically <br /> the same as all GAP applicants. Only three applications were received, all three presenting <br /> high-quality proposals. OCAC staff requested a virtual approval of the three applicants from <br /> the Advisory Board which was unanimously approved in November, 2020. <br /> Orange County Arts Operational Support Grants <br /> In September 2020, a new Operational Support Grant Program was approved by the Board of <br /> County Commissioners to support local arts organizations in response to the devastating impact <br /> of COVID-19. $50,000 of Article 46 funding was allocate for the program, citing a need to support <br /> the nonprofit arts industry that contributes $130M annually to the local economy and employs <br /> approximately 4,000 residents. <br /> In order to be eligible, organizations had to meet the follow criteria: <br /> 1. An Orange County, NC-based nonprofit organization with an arts or cultural-based <br /> mission. <br /> 2. Have been in operation for at least three years. <br /> 3. Are not an entity of federal, state, or local government. <br /> A panel of OCAC Advisory Board members reviewed the applications. Thirteen of fourteen <br /> applications were funded, with award amounts being based on organizational budget size. <br /> FINANCIAL IMPACT: <br /> Orange County Annual Grants Cycle <br /> $47,500.30 was awarded to eighteen artists, fifteen nonprofit organizations, and three schools <br /> during the 2020-21 grants cycle. $36,963 of the available funds was from the North Carolina Arts <br /> Council Grassroots Arts Program; the remaining $28,800 was from Orange County. <br /> The remaining $18,262.70 of grant funding will be used for the OCAC Arts in Education <br /> partnership program with The ArtsCenter, as well as several additional arts projects that will <br /> ensure artistic merit and multicultural programming, per guidelines from the NC Arts Council. <br /> Orange County Arts Operational Support Grants <br /> $50,000, allocated from Article 46 tax, was awarded to thirteen nonprofit arts organizations. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this agenda item: <br /> GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex; gender or sexual orientation; national origin or ethnic <br /> background; age; military service; disability; and familial, residential or economic status. <br /> The impact for traditionally under-served populations and geographic location is a part of <br /> the grant evaluation criteria across all of the Commission's grant categories. <br /> ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal <br /> impact associated with this item. <br /> RECOMMENDATION(S): The Manager recommends that the Board acknowledge the local <br /> recipients of these awards. <br />
