2 <br /> The Department has identified the following services as necessary to supplement and enhance <br /> the ambulance services within the Emergency Services System and to the residents of the <br /> Orange County. The services are: <br /> Convalescent Transport Services Rescue Services <br /> • ALS Transport • Confined Space <br /> • BLS Transport • Extrication <br /> Emergency Services • Heavy Rescue <br /> • BLS Transport • High/Low Angle <br /> • Medical Responder Non-transport • Swift Water <br /> • EMT Non-transport • Trench Collapse <br /> • Underwater <br /> • Wilderness Search & Rescue <br /> UNC Campus EMS has applied for an initial Franchise Agreement. The application indicates <br /> UNC Campus EMS is applying to provide the following services: <br /> Emergency Services <br /> • EMT Non-Transport Services <br /> From the National Collegiate Emergency Medical Services Foundation, "There are over 250 <br /> colleges and universities across the Nation providing campus based emergency medical <br /> services. These, often student-run organizations, are comprised of highly trained students ready <br /> to respond in any medical emergency. Student volunteers respond within minutes and provide <br /> emergency care tailored specifically to their campus community. In addition to providing for the <br /> acquisition of medical knowledge, campus based EMS allows student participants to develop <br /> certain life skills including leadership, communication, and decision-making." <br /> UNC Campus EMS is headquartered on UNC Campus in Chapel Hill, North Carolina. UNC <br /> Campus EMS is planning to initiate services in January of 2021. This group will service the UNC <br /> Campus property. Orange County EMS responded to approximately 394 number of requests <br /> for service on UNC Campus in 19/20. UNC Campus EMS will provide first response EMT Level <br /> non-transport services on campus on a 24-hour basis. UNC Campus EMS currently has seven <br /> (7) volunteer EMS providers and are actively recruiting more. In a typical year there are three <br /> (3) EMT initial certification courses held on campus which leads to nearly 100 EMTs receiving <br /> credentials annually. Once recruited and trained by UNC Campus EMS, these EMTs will utilize <br /> a specially outfitted golf cart provided by UNC Campus Health to navigate to EMS response on <br /> campus. <br /> Emergency Services has reviewed the application, in conjunction with NC State Office of <br /> Emergency Medical Services, submitted by UNC Campus EMS and inspected the premises, <br /> equipment, and personnel of the agency to assure compliance with the ordinance. The North <br /> Carolina General Statutes provides also that the Board prior to granting a franchise must "find <br /> that the franchise applicant is in compliance with Chapter 131 E, Article 7."' Emergency <br /> Services has concluded that UNC EMS is in compliance with Chapter 131 E, Article 7 that <br /> regulates emergency services standards for equipment, inspection of equipment and <br /> credentialed personnel. <br /> N.C.
