Mmpuee vnm <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />A RESOLUTION OF INTENT TO DEVELOP A NEW, SMALL CONSTRUCTION ANO <br />DEMOLITION LANDFILL AND RELATED RECYCLING AND PROCESSING FACILITIES <br />AND.ACTIVITIES AS PART OF A MASTER SOLID WASTE SITE PLAN AT EUBANKS ROAD <br />WNEREAS, the existing construction and demolition landfill located on Eubanks Roatl is <br />expected to reach capacity in the spring-summer of 2002: antl <br />WHEREAS, the BoaN of Commissioners is committed is a 61 percont warts reduction goal In <br />Orange County by the year 2006', antl <br />WHEREAS, abroad-based Gonstmction and Demolition Waste Recycling Task Force Na[ <br />included membere of [he constmcticn intlustry recommentled [hat the Boartl of Commissioners <br />support increased regulation antl relatetl infrastrucWre for recycling antl recovery of constmction <br />antl tlemolition waste; antl <br />WHEREAS, the BoaN of Commiasionere has indicated intentions to reduce and recycle <br />increased amounts of constmction and demolition materials in the future; and <br />WHEREAS, the Board of Commissicnere has recognized fha neetl fora new local antl <br />environmentally sountl cons[mc[ion and demolition waste disposal option; and <br />WHEREAS, the Boartl of Commissioners has conclutletl that the siting of any constmRion and <br />demolition landfill must be accompanietl by an aggressive regulatory antl recovery program; <br />WHEREAS, the Boats of Commissioners has examined several potential sites fora new lantlfll, <br />with only one centlitlete site remaining under consideration; antl <br />WHEREAS the Board of Commissioners has given careful wnsidereficn [c the issue of <br />construction and demolition disposal: <br />NOW,THEREFORE, BE IT RESOLVED that the Orange County Board of Commissioners <br />entlorse tlevelopmenf of a new wnstmction and demolition landfll in Orange County which, as <br />part of a marter plan that emphealzea reduction antl ecycing activities, will assure an <br />environmen[elly sountl antl convenient option for managing the residual materials from local <br />generators of constmction and demolition waste. <br />BE IT FURTHER RESOLVED that the Orange County BoaN of Commissioners tlesignete the <br />Eubanks Road site (Tan Map Referenws: 7.1 B. 27, 7.18.. 2]E, antl ].18..2]F) atljacent to <br />existing solid waste facilities ae the location for the new construction antl demolition lantlfill. <br />8E IT FURTHER RESOLVED that the Orange County Boartl of Commissoners: <br />• authorize local government approval o(the site In conformance wkh OEIW(1 )(e)(I), <br />• authorizethe Director of Planning to provitle azoning letter in conformance with <br />080b(1)(e)(ip, <br />• authorise the Manager to proceetl with acquisition and permitting of the site, <br />
