<br />• the Board of Adjustment (Class B) following a public hearing; or <br />• the Board of County Commissioners (Class A) following a public hearing. <br />Inactivity in the EDD over the past eight years prompted re-examination of all uses in <br />the Buckhorn EDD area by a Planning and Economic Development Staff Team. A use <br />not listed in Primary EDD is "Schools, elementary, middle, and high." However, <br />vocational schools are permitted as a Class A use in the Primary EDD. A finding was <br />that public schools are also similarly compatible. <br />Geographically, the portion of the EDD south of I-40/85 is independent of areas in the <br />Efland village area. The lack of development activity in this portion of the EDD, <br />coupled with the possible extension of water and sewer to the area, warrants <br />reconsideration of the permitted use table to add important public service uses such as <br />schools and to improve the compatibility of potentially adjacent uses in a liberal use <br />Primary EDD area. <br />The Planning and Economic Development Staff Team developed a set of proposed <br />amendments to the Buckhorn EDD Permitted Use Table (see Attachment 1) which <br />were reviewed by the Planning Board on August 6, 2003 and BOCC on August 19, <br />2003. <br />The proposed amendments were subsequently presented at the Quarterly Public <br />Hearing on August 25, 2003. Attachment 2 summarizes questions/comments and <br />responses from the public hearing. <br />The Planning Board considered the proposed amendments on September 3, 2003 and <br />unanimously recommended approval. <br />FINANCIAL IMPACT: None. <br />RECOMMENDATION: The Administration recommends approval of the proposed <br />amendments consistent with the Planning Board recommendation. <br />
