3 <br /> $55,206 to be used toward Emergency Housing Assistance (EHA)/Housing Helpline <br /> personnel expenses, and $293,871 to be used toward the County's Housing Stabilization <br /> efforts. This budget amendment provides for the receipt of these funds from the Town of <br /> Chapel Hill for the above stated purposes. (See Attachment 1, column #3) <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br /> applicable to this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> Housing and Community Development <br /> 5. The Department of Housing and Community Development has received notification of a <br /> $900,000 Community Development Block Grant (CDBG) award from the North Carolina <br /> Department of Commerce, Rural Economic Development Division. These North Carolina <br /> CDBG Coronavirus (CDBG-CV) Program grant funds will be used to provide eviction and <br /> homelessness prevention. This budget amendment provides for the receipt of these grant <br /> funds for the above stated purposes. (See Attachment 1, column #4) <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are <br /> applicable to this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS <br /> OPPRESSION AND INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of <br /> race or color; religious or philosophical beliefs; sex, gender or sexual <br /> orientation; national origin or ethnic background; age; military service; <br /> disability; and familial, residential or economic status. <br /> ENVIRONMENTAL IMPACT: There are no Orange County Environmental Responsibility Goal <br /> impacts associated with these agenda items. <br /> FINANCIAL IMPACT: Financial impacts are included in the background information above. This <br /> budget amendment provides for the receipt of these additional funds in FY 2020-21 and increases <br /> the General Fund by $7,500; increases the Fire District Fund by $100,000; increases the Multi- <br /> year Capital Projects Fund by $135,321, and increases the Community Development Fund by <br /> $1,249,077. <br /> RECOMMENDATION(S): The Manager recommends the Board approve the budget and capital <br /> project ordinance amendments for fiscal year 2020-21. <br />
