11 <br /> The Board reviewed and considered taking action on the applicant initiated Zoning Atlas <br /> Amendments for three (3) parcels west of Old NC Highway 86/south of interstate 40 to Master <br /> Plan Development Conditional Zoning (MPD-CZ) district. Specifically, the Board considered <br /> finalizing an application submitted by Terra Equity Incorporated to rezone parcels: <br /> FROM: MPD-CZ (Settlers Point), Major Transportation Corridor (MTC) Overlay <br /> District, Rural Residential (R-1), and Rural Buffer (RB). <br /> To: MPD-CZ (Research Triangle Logistics Park), Major Transportation <br /> Corridor (MTC) Overlay District, Rural Buffer (RB). <br /> Michael Harvey, Current Planning Supervisor, reviewed the following information: <br /> BACKGROUND: <br /> Review of this item began at the BOCC's September 15, 2020 BOCC regular meeting and <br /> concluded with the closure of the public hearing on September 22, 2020. Elimination of driveway access onto Davis Road. <br /> STAFF COMMENT: As indicated by the applicant on October 6, the proposed <br /> drive access had been eliminated with all traffic utilizing Service Road. The <br /> intersection would be improved to handle traffic flow, including installation of a <br /> signal light. <br /> A driveway cut is proposed for Davis Road for emergency/public utility vehicle <br /> use only (i.e. no commercial or passenger vehicles). <br /> 2. Establish a 100 ft. perimeter land use buffer adjacent to residentially zoned parcels. <br /> STAFF COMMENT: During Chair/Vice-Chair review of the agenda, staff was <br /> requested to provide a map denoting required floodplain buffers and the <br /> recommended 100 ft. perimeter buffer. This map is contained in Attachment 1. <br /> The applicant has requested modification of the requested 100 ft. perimeter <br /> buffer as follows: <br /> • Reduce the buffer along the western property line to 50 ft. in areas <br /> where there is established floodplain. This reduction would extend <br /> approximately 750 ft. along the common property line following the <br /> established floodplain (map below): <br />
