3 <br /> 1 Commissioner Dorosin said he is seriously concerned for residents who are behind on <br /> 2 payments to Orange Water and Sewer Authority (OWASA). He petitioned the Board to convene <br /> 3 some type of discussion to address the debts to OWASA, once the emergency order is lifted. <br /> 4 Commissioner McKee expressed appreciation to the Manager and staff for <br /> 5 accommodating a COVID testing site in the northern part of the County. He said the next <br /> 6 testing will be held on November 21 at Lattisville Grove Missionary Baptist Church. <br /> 7 Commissioner McKee said a community meeting is taking place on 10/29 at 7:00 p.m. <br /> 8 regarding the proposed Buc-ee's site. He said one can attend online or in person at the Efland <br /> 9 Community Center. He said pre-registration is required for online attendance, using the email <br /> 10 address: UnitedVoicesofEflandCheeks(@qmail.com <br /> 11 Commissioner Marcoplos recommended the County complete its own analysis on the <br /> 12 financial issues within the Chapel Hill Carrboro City Schools. <br /> 13 Commissioner Greene petitioned staff to receive a report by the end of the calendar year <br /> 14 from the Food Council on how it is involved in food distribution and access. <br /> 15 Chair Rich reminded the Board that the Food Council is not a food distributor. <br /> 16 Commissioner Greene said she used a bad choice of words, and would just like an <br /> 17 update. <br /> 18 Chair Rich reminded the public that the BOCC elections committee application is <br /> 19 available at the County's Boards and Commissions site. <br /> 20 Chair Rich said Solid Waste Advisory Group (SWAG) met last week, and a big concern <br /> 21 is how glass is being separated out at the convenience centers. She said that committee plans <br /> 22 to continue to meet quarterly, looking at long-term goals for solid waste. <br /> 23 Chair Rich said Commissioner Dorosin brought a petition forward months ago protecting <br /> 24 LGBTQ community for the County Attorney's review. She said the County Attorney was ready <br /> 25 to proceed, but it would need to wait until after December 1st, 2020. She said this agenda item <br /> 26 would be slated for the December 7th, 2020 meeting. <br /> 27 Chair Rich referred to OWASA, and said the state of emergency has been kept in effect <br /> 28 to avoid service cut off. She said it is vitally important that the Board start talking about how to <br /> 29 address the debts that residents will face with OWASA once the state of emergency is lifted. <br /> 30 Chair Rich said there is COVID testing available all over the County, and flu shots are <br /> 31 also being offered at those same locations. <br /> 32 Commissioner Price said the aforementioned HOPE program may be able to help <br /> 33 residents with OWASA debts. <br /> 34 <br /> 35 4. Fox Upon His Retirement <br /> 39 <br /> 40 The Board considered voting to adopt a resolution recognizing Judicial District 15-B <br /> 41 Senior Resident Superior Court Judge Carl R. Fox upon his retirement. <br /> 42 Chair Rich reviewed the item below and introduced Caitlin Fenhagen, Criminal Justice <br /> 43 Resources Director (CJRD). <br /> 44 Caitlin Fenhagen said it was her privilege and honor to recognize Senior Resident <br /> 45 Superior Judge Carl Fox. She said like so many others she has known Judge Fox since she <br /> 46 grew up here in Orange County. She said in high school she interned in his office, and later <br /> 47 practiced against him when she was in the public defender's office here, and finally she <br /> 48 represented several clients before him when he was judge. <br /> 49 Caitlin Fenhagen said Judge Fox is beloved in Orange County, in the courthouse <br /> 50 community, and has touched countless lives. She said he has truly never met a stranger. She <br /> 51 said he treats everyone he works with like an old friend, asking about family members, and most <br />
