OWASA <br /> staff have advised that, from an engineering perspective, it is feasible to provide water and <br /> sewer service to all 11 lots under consideration (9 of the lots already receive services). <br /> The meeting schedule for the five WASMPBA parties to consider this amendment is as follows: <br /> Chapel Hill — October 28 <br /> Hillsborough — November 9 <br /> Carrboro — November 10 <br /> OWASA — November 12 <br /> Orange County — November 17 <br /> As the initiator of this amendment, since the parcels in question are within its planning <br /> jurisdiction, the Town of Chapel Hill's resolution requested that the governing boards of the <br /> Town of Carrboro, the Town of Hillsborough, Orange County, and OWASA consider approval of <br /> the amendment. <br /> Potential Map Interpretation Policy <br /> This is not the only instance where natural features (e.g., a stream or ridge line) are meant to <br /> serve as boundaries of a service area. Natural features were not surveyed when the WASMPBA <br /> boundaries were mapped. Technology has improved since 2001, including GIS tools for more <br /> accurate topographic mapping. Staff from the five WASMPBA parties have discussed a <br /> potential policy for resolving minor discrepancies in the future through GIS analysis and <br /> staff interpretation, rather than through the existing process which requires formal action <br /> by each of the five governing boards. Staffs of the WASMPBA parties are requesting <br /> feedback from each of their governing boards on whether staff should pursue developing <br /> such a policy to be included in the WASMPBA. If authorized, staffs would work together on <br /> language and bring an item forward for future consideration. <br /> FINANCIAL IMPACT: There are no financial impacts associated with changing the WASMPBA <br /> boundary. Any cost of extending utilities would be borne by the property owners seeking <br /> service. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this agenda item: <br /> Establish Sustainable and Equitable Land-Use And Environmental Policies <br /> The fair treatment and meaningful involvement of people of all races, cultures, incomes <br /> and educational levels with respect to the development and enforcement of <br /> environmental laws, regulations, policies, and decisions. Fair treatment means that no <br /> group of people should bear a disproportionate share of the negative environmental <br /> consequences resulting from industrial, governmental and commercial operations or <br /> policies. <br /> ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal <br /> impacts are applicable to this item: <br /> ■ There are no Environmental Responsibility Goals applicable to this item. <br />
