41 <br /> 1 VII. UTILITIES: In addition to the requirements of Section 6.20 Public Sewer Connection of <br /> 2 the UDO, required utility extensions and/or connections shall abide by the following: <br /> 3 a. Development within the Project shall be served by public water and sewer services <br /> 4 as provided and maintained by the Town of Hillsborough; additional and/or <br /> 5 alternative water and/or wastewater systems shall not be permitted. <br /> 6 b. A written, signed agreement between a developer, Orange County, and the Town <br /> 7 of Hillsborough shall be executed describing the timing, phasing, design, and <br /> 8 financing of public water distribution and public sanitary sewer collection mains; <br /> 9 c. Water systems and water pressure shall comply with all applicable Town of <br /> 10 Hillsborough utility standards, building, and fire codes based on the proposed land <br /> 11 use; <br /> 12 d. Sizing/looping of utility lines shall be based on the proposed development, <br /> 13 including water flow test data and shall be reviewed and approved by County staff, <br /> 14 Town of Hillsborough Planning Director, and the Town of Hillsborough Utility <br /> 15 Director; <br /> 16 e. Fire-flow test(s) of all installed hydrants shall be conducted, in coordination with <br /> 17 the Town of Hillsborough and Orange County Emergency Services, to ensure <br /> 18 compliance with applicable State Fire Code standards; <br /> 19 f. The Orange County and Town of Hillsborough Fire Marshal, in consultation with <br /> 20 the Town of Hillsborough Utility Director, shall review and approve location(s) of <br /> 21 proposed water lines prior to the initiation of land disturbing activity. Sizing of said <br /> 22 lines shall be based on the proposed development, including water flow test data. <br /> 23 <br /> 24 VIII OTHER: <br /> 25 a. No permanent fuel or chemical storage shall occur within 30 ft. of a <br /> 26 flood plain/stream buffer established consistent with the provisions of Section 6.13 <br /> 27 of the County UDO. <br /> 28 b. A minimum of 2 electrical vehicle charging stations shall be installed for every <br /> 29 building constructed on-site. Additional stations may be proposed as part of the <br /> 30 site plan review process. <br /> 31 c. All commercial freight vehicles, regardless of engine type, within the Project shall <br /> 32 be prohibited from idling for more than 1 consecutive minute. <br /> 33 The provisions of subsection (C) above shall not apply when: <br /> 34 i. A vehicle is forced to remain motionless because of traffic or adverse <br /> 35 weather conditions affecting the safe operation of the vehicle; <br /> 36 ii. A vehicle is being operated for emergency or law enforcement <br /> 37 purposes; <br />
