23 <br /> 1 <br /> 2 The atlas amendment is consistent with this goal and <br /> 3 objective with the approval of a rezoning of property creating a <br /> 4 district allowing for the development of high density nonresidential <br /> 5 land uses in an area of the County designated for <br /> 6 the location of adequate supporting infrastructure (i.e. water <br /> 7 and sewer). <br /> 8 <br /> 9 c. The amendment is reasonable and in the public interest because it: <br /> 10 <br /> 11 1. Expands economic development prospects within the County while <br /> 12 continuing to protect adjacent and nearby land uses. <br /> 13 The atlas amendment involves the approval of a master plan <br /> 14 establishing a detailed list of allowable non-residential land uses to <br /> 15 aid in the marketing on an area designated within the <br /> 16 Comprehensive Plan as being suitable for high intensity nonresidential <br /> 17 development. <br /> 18 <br /> 19 The expansion is consistent with County and Town of Hillsborough <br /> 20 plans outlining those parcels suitable for service by water/sewer <br /> 21 that are prime for high intensity non-residential development. <br /> 22 <br /> 23 Further, the approved master plan establishes mandatory land use <br /> 24 buffers and setbacks for development within the project to ensure <br /> 25 off-site impacts are mitigated. <br /> 26 <br /> 27 The Board of County Commissioners hereby adopts this Statement of Consistency and <br /> 28 findings expressed herein. <br /> 29 <br /> 30 Penny Rich, Chair <br /> 31 <br /> 32 <br /> 33 Date <br /> 34 <br /> 35 ORD-2020-022 <br /> 36 ATTACHMENT 4 <br /> 37 <br /> 38 AN ORDINANCE AMENDING <br /> 39 THE ORANGE COUNTY ZONING ATLAS <br /> 40 <br /> 41 WHEREAS, Orange County has received and processed a petition submitted by Terra <br /> 42 Equity Incorporated (hereafter`the Applicant')seeking to amend the Orange County Zoning Atlas, <br /> 43 as established in Section 1.2 of the Orange County Unified Development Ordinance (UDO); and <br /> 44 <br /> 45 WHEREAS, This petition seeks to rezone 3 parcels totaling approximately 161 acres of <br /> 46 property to Master Plan Development Conditional Zoning District (MPD-CZD) for the purpose of <br /> 47 developing the Research Triangle Logistics park(RTLP)development(hereafter`the Project); and <br /> 48 <br /> 49 WHEREAS, The properties subject to this rezoning are identified, utilizing Orange County <br /> 50 Parcel Identification Numbers (PIN), as: <br />
