22 <br /> 1 <br /> 2 The BOCC finds: <br /> 3 a. The requirements of Section 2.8 of the UDO have been deemed complete; and, <br /> 4 <br /> 5 b. Pursuant to Sections 1.1.5, and 1.1.7 of the LIDO and to Section 153A-341 of the <br /> 6 North Carolina General Statutes, the Board finds sufficient documentation within <br /> 7 the record denoting that the amendment is consistent with the adopted 2030 <br /> 8 Comprehensive Plan. <br /> 9 <br /> 10 1. The amendment is consistent with applicable plans because it supports the <br /> 11 following 2030 Comprehensive Plan goals and objectives: <br /> 12 • Land Use Overarching Goal: Coordination of the amount, location, <br /> 13 pattern and designation of future land uses, with availability of County <br /> 14 services and facilities sufficient to meet the needs of <br /> 15 <br /> 16 Orange County's population and economy consistent with other <br /> 17 Comprehensive Plan element goals and objectives. <br /> 18 <br /> 19 The County and Town of Hillsborough have engaged in <br /> 20 numerous studies/joint planning efforts over the last 20 years <br /> 21 identifying area viable for the extension of utilities (i.e. water <br /> 22 and sewer) in support of high intensity residential and nonresidential <br /> 23 land uses. <br /> 24 <br /> 25 In 2017, these efforts led to the adoption of the Town of <br /> 26 Hillsborough and Orange County Central Orange <br /> 27 Coordinated Area (COCA) Land Use Plan. <br /> 28 <br /> 29 This plan indicates the area in question is intended to <br /> 30 support `Employment' and `Suburban Office Complex' land <br /> 31 use categories, specifically areas that are best suited to <br /> 32 allow for the development of light industrial/manufacturing, <br /> 33 office, research/development, and service/warehousing <br /> 34 operations. <br /> 35 <br /> 36 The requested rezoning will allow development consistent <br /> 37 with the overall spirit and intent of the adopted <br /> 38 Comprehensive Plan as well as applicable joint planning <br /> 39 efforts completed by the County and the Town. <br /> 40 <br /> 41 • Objective LU-1.1: Coordinate the location of higher intensity/ high <br /> 42 density residential and non-residential development with existing or <br /> 43 planned locations of public transportation, commercial and <br /> 44 community services, and adequate supporting infrastructure (i.e., <br /> 45 water and sewer, high-speed internet access, streets, and <br /> 46 sidewalks), while avoiding areas with protected natural and cultural <br /> 47 resources. This could be achieved by increasing allowable <br /> 48 densities and creating new mixed-use zoning districts where <br /> 49 adequate public services are available.
