10 <br /> 1 hardest on low-income women, women of color, immigrant and undocumented women, <br /> 2 survivors of domestic violence, transgender and gender-nonconforming individuals, and <br /> 3 young women; and <br /> 4 <br /> 5 WHEREAS, public health insurance programs should cover all of an individual's options <br /> 6 when they are facing pregnancy and other reproductive health care decisions, so that <br /> 7 they may make real decisions about what is best for them and their family, and so that <br /> 8 their economic status and source of insurance coverage do not affect important health <br /> 9 care decisions or access; <br /> 10 <br /> 11 NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of <br /> 12 Commissioners calls for the repeal of the Hyde Amendment in this forty-fourth year of its <br /> 13 enactment; and <br /> 14 <br /> 15 BE IT FURTHER RESOLVED that the Board of Commissioners encourages Governor <br /> 16 Roy Cooper to support these and other measures to protect the rights of women and <br /> 17 transgender and gender-nonconforming individuals everywhere to unhindered access to <br /> 18 safe and comprehensive reproductive health care. <br /> 19 <br /> 20 This the 20th day of October, 2020. <br /> 21 <br /> 22 Penny Rich, Chair <br /> 23 Orange County Board of Commissioners <br /> 24 <br /> 25 A motion was made by Commissioner Dorosin, seconded by Commissioner Greene to <br /> 26 adopt the Resolution, and authorize the Board Chair to sign the Resolution. <br /> 27 <br /> 28 Commissioner Dorosin thanked Chair Rich for bringing this resolution forwarded. He <br /> 29 said the nation is finally addressing the legacy of institutional racism, and it is also important to <br /> 30 remember institutional discrimination against women and the poor. <br /> 31 Chair Rich said she started looking at this resolution in 2018, but she did not feel there <br /> 32 was not the same backing in 2018, as there is now. <br /> 33 Commissioner Dorosin said COVID has highlighted that disparities are real and present. <br /> 34 Chair Rich said agreed. <br /> 35 Commissioner Greene agreed, and said she did not realize that State Governors have <br /> 36 the power to override the Hyde Amendment at the State level. <br /> 37 <br /> 38 Chair Rich called each Commissioner by name (roll call). <br /> 39 <br /> 40 VOTE: UNANIMOUS <br /> 41 <br /> 42 5.
