Minutes oS the Board of Cosmissioners <br />September 19, 1960 <br />The Orange County Board of Commissioners met in special session on Monday, September 19, <br />1960, at ten o'clock in the Commissioners' room at the courthouse in Hillsboro, N. C. <br />Members present: Chairman R. J. M. Hobbs, Commissionders Donald McDade, Clarence Jones, <br />Henry Walker and Donald Stanford. <br />Members absent: None <br />Chairman Hobbs announced the purpose of this session was to discuss with the Chapel Hill <br />School Trustees how to expedite school construction to the greatest possible degree. <br />Grey Culbreth and Joseph Johnston, represented the Chapel Hill School Trustees, at this <br />meeting. They said in effect that ell the school toms in their unit were presently filled, and <br />that there was no possability of having any new rooms by September of 1961 to handle the <br />expected increased enrollment. Any increases in enrollment next fall must be handled through <br />administrative changes such as larger classes, lengthening of the school day, double shifts, etc. <br />The Chapel Hill Trustees, stated Mr. Culbreth and Mr. Johnston, would like to have its <br />architect proceed with plans for the new Junior High School, the addition to Estes Hills and <br />the new Colored Elementary School. In the way if the prepared bond issue next winter passes <br />the School. Board would have a fow months start on its construction. <br />After considerable discussion of this proposal Commissioner Stanford moved that the Chapel. <br />Hill Trustees be authorized to proceed with the plan for the new Junior High School and the new <br />Colored Elementary School. This motion received a second from Commissioner Jones and when <br />Chairman Hobbs tailed for a vote there were 5 ayes and 0 nayes. Chairman Hobbs declared the <br />motion passed. <br />Commissioner Stanford than moved that the Chapel Hill Trustees be authorized to proceed <br />with the plans for the addition to Estes Hills. Commissioner McDade made a second to this <br />motion. Chairman Hobbs called for a vote and there were 5 ayes and 0 nayes. Chairman Hobbs <br />declared the motion passed. <br />The Board directed the County Accountant to contact the County Attorney and advise him <br />of the possability of a school bond election in the winter, and request that he contact the <br />New York bond attorneys advising them of the County's plans. <br />The Tax Supervisor made a short report to the Board concerning the "In Rem" <br />tax foreclosure proceedwe being used very successfully in many counties. Chairman Hobbs requested <br />that the County Attorney advise the Board at a later meeting of the legality of this statutes. <br />There being no further business this meeting was adfowned. <br />R.
