ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: October 1, 2003 <br />Action Agenda <br />Item No. ~'-~ <br />SUBJECT: Revision to HUD Cooperative Agreement for Federal Fiscal Year 2004 <br />DEPARTMENT: Human Rights and Relations PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Revision to HUD Cooperative <br />Agreement <br />INFORMATION CONTACT: <br />Annette Moore, ext. 2254 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To ratify a revision of the Cooperative Agreement Between Orange County and the <br />United States Department of Housing and Urban Development (HUD) for the Partnership <br />Initiative Funds for Federal Fiscal Year 2004. <br />BACKGROUND: Orange County, through the Department of Human Rights and Relations, <br />receives funds under HUD's Fair Housing Assistance Program (FHAP) to process fair housing <br />cases and to provide education, outreach and technical assistance on the fair housing law. On <br />September 16, 2003, the BOCC approved a Cooperative Agreement with HUD in the amount of <br />$50,000. <br />In previous years, HUD has occasionally offered "Partnership Initiative" funds for specific <br />activities that further fair housing. Two years ago, Orange County received $20,000 in <br />Partnership Initiative funds to conduct fair housing audit testing. These funds were again <br />offered by HUD this fiscal year. The County applied for $57,900 to partner with other agencies <br />to coordinate an education and outreach campaign for the residents of Orange County. On <br />September 23~d, the County was notified it was awarded $60,000 in funding through the <br />Partnership Initiative. This would bring the total amount received by the County under the <br />FHAP Program this fiscal year to $110,000. <br />FINANCIAL IMPACT: This reflects funds that were not anticipated during the formation of the <br />Human Rights and Relations Department budget this past spring. Should the Commissioners <br />approve the receipt of these additional funds, the Department's budget will be adjusted in a <br />corresponding budget amendment. <br />RECOMMENDATION(S): The Manager recommends that the Board ratify the revision of the <br />Cooperative Agreement and the signature of the Chair on the agreement. <br />
