2 <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> Housing and Community Development <br /> 2. Orange County Housing and Community Development has received $195,000 in federal <br /> pass-through Coronavirus Relief Funds/CARES Act grant funds from the North Carolina <br /> Department of Health and Human Services to strategically respond to the COVID-19 <br /> pandemic response. The grant service period runs through December 30, 2020. Funding <br /> will support the Street Outreach and Rapid Rehousing programs within the Partnership to <br /> End Homelessness Program, including Homelessness Prevention rental and financial <br /> assistance, hotel/motel assistance, essential move-in goods, housing unit upfits/repairs, <br /> and transportation. This budget amendment provides for the receipt of these funds for <br /> the above stated purposes. <br /> 3. Orange County Housing and Community Development is requesting the transfer of <br /> $100,000 from the Local Voucher Program within the General Fund to the Housing <br /> Displacement Program within the Community Development Fund. Orange County <br /> continues to see an increase in the number of residents experiencing housing instability <br /> due to the COVID-19 pandemic, and there is a need for increased funding for housing <br /> assistance as part of the emergency response. The Board of County Commissioners took <br /> similar action in FY 2019-20 on April 7, 2020 as part of the approved Budget Amendment <br /> #7-A. This budget amendment provides for the transfer of funds from the Local Voucher <br /> Program to the Housing Displacement Program for the above stated purpose. <br /> This budget amendment provides for the budgetary changes related to the Round 1 <br /> Coronavirus Relief Funding (See Attachment, column #2) <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br /> applicable to this item: <br /> GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> Coronavirus Relief Funding (CRF) — Round 1 Technical Amendment <br /> 4. As part of the Round 1 Coronavirus Relief Funding (CRF), the Town of Chapel Hill received <br /> $746,411 as their per capita allocation. The Town has allocated $250,000 of those funds <br /> back to the Orange County Housing and Community Development Department, with <br /> $25,000 to be used toward the Rapid Rehousing program, and $225,000 to be used <br /> toward the County's Housing Stabilization efforts. The Town of Carrboro received <br /> $266,575 as their per capita allocation. The Town has allocated $119,983 of those funds <br /> back to the Orange County Housing and Community Development Department to be used <br /> toward the County's Housing Stabilization efforts. This budget amendment provides for <br /> the receipt of these funds from the Towns of Chapel Hill and Carrboro for the above stated <br /> purposes. <br /> 5. The Health Department has an urgent need of $10,000 in funding to provide flu vaccines <br /> at COVID-19 testing sites and at early voting sites, as well as the normal distribution <br /> through their medical clinics.
