ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: October 1, 2003
Action Agenda
Item No.
SUBJECT: Percent for Art for Southern Community Park and Homestead Aquatics Center
DEPARTMENT: Arts Commission PUBLIC HEARING: (Y/N) No
ATTACHMENT(S):
INFORMATION CONTACT:
Martha Shannon, ext. 2335
Chapel Hill Percent for Art Ordinance
TELEPHONE NUMBERS:
Hillsborough 732-8181
Chapel Hill 968-4501
Durham 688-7331
Mebane 336-227-2031
PURPOSE: To confirm Orange County's plans to designate 1 % of the funds allocated for
Southern Community Park and the Homestead Aquatics Center for public art.
BACKGROUND: The Town of Chapel Hill adopted an ordinance in March 2002 that
designates at least 1 % of the town's annual Capital Improvements Plan (CIP) budget for public
art. Through its Percent for Art Program, the Town of Chapel Hill has created several excellent
works of public art for the benefit of their citizens. Orange County staff is currently reviewing the
Town of Chapel Hill's ordinance and developing information to possibly propose to the BOCC a
Percent for Art Program for Orange County. That proposed ordinance would be modeled after
the ordinance from Chapel Hill, which is attached for reference purposes.
In the meantime, Orange County is currently working with the town in the design and
construction of Southern Community Park and the Homestead Aquatics Center. It has been
proposed that the standard of allocating at least 1 % of the capital costs for public art be
followed for each of these two Town/County projects. It has also been proposed that the
Orange County Arts Commission be directed to work collaboratively with the Chapel Hill Public
Arts Commission on the public art aspect of these two projects funded jointly by Orange County
and the Town of Chapel Hill.
FINANCIAL IMPACT: Because the money in the CIP has already been dedicated to various
projects by the County Commissioners, there would be no additional impact to the budget. A
Percent for Art program slightly changes the distribution of already-allocated money.
RECOMMENDATION(S): The Manager recommends that the Board confirm Orange County's
plans to designate 1 % of the funds allocated for Southern Community Park and the Homestead
Aquatics Center for public art and also authorize the Orange County Arts Commission to work
