He asked if these funds are being publicized. He asked <br /> if the reduction in evictions is due to a moratorium on evictions, as opposed to actual progress. <br /> Erika Brandt said those without Internet access can apply through the County's <br /> coordinated entry system, which is being done by phone via the housing helpline. She said <br /> hard copies are available at housing offices, with drop boxes available to return. She said <br /> COVID has made this process trickier. She said the Department is also working with many <br /> community partners to get the word out and help people complete applications. <br /> Commissioner Dorosin said that is encouraging, and he suggested using churches as <br /> another network to reach people. He asked if Orange Water and Sewer Authority (OWASA) <br /> had been contacted as a possible partner. <br /> Erika Brandt said OWASA, Hillsborough Water System and Duke Energy are partners, <br /> but reaching out to churches is a great idea. She said the moratorium is a legitimate factor in <br /> the reduction of evictions, and staff is looking into further analysis. <br /> Chair Rich said housing staff has also been in contact with Delores Bailey at <br /> EmPOWERment, who is being very helpful in getting the word out. <br /> A motion was made by Commissioner Bedford, seconded by Commissioner Dorosin to <br /> close the public hearing. <br /> Roll call ensued <br /> VOTE: UNANIMOUS <br /> John Roberts said written comments can be submitted for 24 hours to <br /> ocbocc@orangecountync.gov. <br /> A motion was made by Commissioner Bedford, seconded by Commissioner Price to: <br /> • Authorize the Department of Housing and Community Development to submit an <br /> application for CDBG-CV funds on behalf of the County <br /> • Authorize the Chair to sign the resolution approving Orange County to apply for CDBG <br /> funds <br /> Roll call ensued <br /> VOTE: UNANIMOUS <br /> Chair Rich said if a public comment comes in during the written public comment period, <br /> the Board would revisit this vote. <br /> 6.
