12 <br /> 1 VOTE: UNANIMOUS <br /> 2 <br /> 3 PUBLIC COMMENT: <br /> 4 NONE <br /> 5 <br /> 6 Commissioner Dorosin asked if any thought has been given to those who do not have <br /> 7 access to the Internet in order to apply. He asked if these funds are being publicized. He asked <br /> 8 if the reduction in evictions is due to a moratorium on evictions, as opposed to actual progress. <br /> 9 Erika Brandt said those without Internet access can apply through the County's <br /> 10 coordinated entry system, which is being done by phone via the housing helpline. She said <br /> 11 hard copies are available at housing offices, with drop boxes available to return. She said <br /> 12 COVID has made this process trickier. She said the Department is also working with many <br /> 13 community partners to get the word out and help people complete applications. <br /> 14 Commissioner Dorosin said that is encouraging, and he suggested using churches as <br /> 15 another network to reach people. He asked if Orange Water and Sewer Authority (OWASA) <br /> 16 had been contacted as a possible partner. <br /> 17 Erika Brandt said OWASA, Hillsborough Water System and Duke Energy are partners, <br /> 18 but reaching out to churches is a great idea. She said the moratorium is a legitimate factor in <br /> 19 the reduction of evictions, and staff is looking into further analysis. <br /> 20 Chair Rich said housing staff has also been in contact with Delores Bailey at <br /> 21 EmPOWERment, who is being very helpful in getting the word out. <br /> 22 <br /> 23 A motion was made by Commissioner Bedford, seconded by Commissioner Dorosin to <br /> 24 close the public hearing. <br /> 25 <br /> 26 Roll call ensued <br /> 27 <br /> 28 VOTE: UNANIMOUS <br /> 29 <br /> 30 John Roberts said written comments can be submitted for 24 hours to <br /> 31 ocbocc@orangecountync.gov. <br /> 32 <br /> 33 A motion was made by Commissioner Bedford, seconded by Commissioner Price to: <br /> 34 <br /> 35 • Authorize the Department of Housing and Community Development to submit an <br /> 36 application for CDBG-CV funds on behalf of the County <br /> 37 • Authorize the Chair to sign the resolution approving Orange County to apply for CDBG <br /> 38 funds <br /> 39 <br /> 40 Roll call ensued <br /> 41 <br /> 42 VOTE: UNANIMOUS <br /> 43 <br /> 44 Chair Rich said if a public comment comes in during the written public comment period, <br /> 45 the Board would revisit this vote. <br /> 46 <br /> 47 <br /> 48 6. Regular Agenda <br /> 49 <br /> 50 The public comment period for items: 6-a, 6-b, 6-c, closed at 9:00 a.m. on September <br /> 51 24, 2020, and the BOCC will not accept any additional comment for these items. <br />
