11 <br /> I RES-2020-058 <br /> 2 <br /> 3 RESOLUTION APPROVING THE ORANGE COUNTY APPLICATION FOR COMMUNITY <br /> 4 DEVELOPMENT BLOCK GRANT FUNDING <br /> 5 FOR THE EMERGENCY HOUSING ASSISTANCE FUND <br /> 6 <br /> 7 WHEREAS, the Orange County Emergency Housing Assistance fund, formerly called the <br /> 8 Housing Stabilization Fund, was established by the Orange County Board of Commissioners in <br /> 9 2018 as part of the Risk Mitigation and Housing Displacement Fund in order to provide <br /> 10 emergency financial assistance to low-income residents of the County to help secure and <br /> 11 maintain stable housing; and, <br /> 12 <br /> 13 WHEREAS, the Orange County Board of Commissioners has previously indicated its desire to <br /> 14 increase funding to the Emergency Housing Assistance fund in order to stabilize County <br /> 15 residents and the local housing market in the wake of the COVID-19 pandemic; and, <br /> 16 <br /> 17 WHEREAS, the Commissioners have held two public hearings concerning the proposed <br /> 18 application for Community Development Block Grant funding to benefit the County's Emergency <br /> 19 Housing Assistance fund; and, <br /> 20 <br /> 21 WHEREAS, the Commissioners wish the County to pursue a formal application for Community <br /> 22 Development Block Grant funding to benefit the Emergency Housing Assistance fund; and have <br /> 23 invested monies in the amount of eight hundred eighty thousand dollars ($880,000) from the <br /> 24 County's Coronavirus Relief Fund allocation into the project as committed to in the application. <br /> 25 <br /> 26 WHEREAS, the Commissioners certify that the County will meet all federal regulatory and <br /> 27 statutory requirements of the State of North Carolina Community Development Block Grant <br /> 28 Program, <br /> 29 <br /> 30 NOW, THEREFORE BE IT RESOLVED, by the Orange County Board of Commissioners that <br /> 31 Orange County is authorized to submit a formal application on behalf of Orange County to the <br /> 32 North Carolina Department of Commerce for approval of a Community Development Block <br /> 33 Grant to benefit the Emergency Housing Assistance fund. <br /> 34 <br /> 35 <br /> 36 Adopted this the 6th day of October, 2020 in Orange County, North Carolina. <br /> 37 <br /> 38 <br /> 39 Penny Rich, Chair <br /> 40 Orange County Board of Commissioners <br /> 41 <br /> 42 ATTEST: <br /> 43 <br /> 44 Clerk to the Board <br /> 45 <br /> 46 <br /> 47 A motion was made by Commissioner Greene, seconded by Commissioner McKee to <br /> 48 open the public hearing. <br /> 49 <br /> 50 Roll call ensued <br /> 51 <br />
