5 <br /> 1 <br /> 2 and encourage the residents of Orange County to observe this time in ways appropriate to its <br /> 3 importance and significance. <br /> 4 <br /> 5 Proclaimed this the 6th day of October 2020. <br /> 6 <br /> 7 Penny Rich, Chair <br /> 8 Orange County Board of Commissioners <br /> 9 <br /> 10 A motion was made by Commissioner Dorosin, seconded by Commissioner Price to <br /> 11 approve the Proclamation designating October 2020 as Domestic Violence Awareness Month in <br /> 12 Orange County, and authorize the Board Chair to sign the Proclamation. <br /> 13 <br /> 14 Commissioner Price said this petition did not go through the traditional agenda review <br /> 15 process, but she said the topic is important to the BOCC, and she hopes all will support it. <br /> 16 Chair Rich asked if the word "citizens" can be amended to "residents" to include <br /> 17 everyone. <br /> 18 Valerie Sauer said this change is acceptable. <br /> 19 Commissioner Dorosin and Commissioner Price accepted the amendment. <br /> 20 <br /> 21 Roll call ensued <br /> 22 <br /> 23 VOTE: UNANIMOUS <br /> 24 <br /> 25 5. Public Hearings <br /> 26 <br /> 27 a. Public Hearing on the 2021 Reappraisal Proposed Schedules of Rules, Standards <br /> 28 and Values <br /> 29 <br /> 30 The Board held a public hearing on the 2021 Reappraisal Proposed Schedules of Rules, <br /> 31 Standards and Values. <br /> 32 <br /> 33 BACKGROUND: As required by North Carolina General Statutes (NCGS) 105-317, the <br /> 34 proposed Schedules of Values (SOV) to be used in conducting the 2021 reappraisal were <br /> 35 submitted to the Board of County Commissioners on September 15, 2020. At that time, a public <br /> 36 hearing was set for October 6, 2020, and notice was advertised in the News of Orange, Chapel <br /> 37 Hill News and Durham Herald on September 16, 2020. The proposed Schedules have been <br /> 38 available for public inspection in the Orange County Tax Office, Orange County Clerk to the <br /> 39 Board's Office, and on the Orange County Tax Office website (available at <br /> 40 https://www.orangecountync.gov/878/Revaluation) since September 15, 2020. <br /> 41 <br /> 42 The public hearing is the second step in a three- step process to adopt the Schedules that will <br /> 43 be used in conducting the 2021 reappraisal. The Board will be asked to adopt the Schedules at <br /> 44 its November 5, 2020 regular meeting. Following adoption, the Schedules will be appealable to <br /> 45 the State Property Tax Commission for thirty (30) days. <br /> 46 The timeline for the 2021 Reappraisal Schedule of Values adoption process is as follows: <br /> 47 • September 15, 2020: Submission to Orange County Board of Commissioners <br /> 48 • September 16, 2020: Advertise in newspapers <br /> 49 • October 6, 2020: Public hearing on SOV <br /> 50 • November 5, 2020: Adoption of SOV <br />
