18 <br /> <br /> Chair Rich said there are two applicants for one position, but if Bonnie Hauser is no 1 <br />longer allowed to serve, then there would be two positions, allowing both applicants to serve. 2 <br /> Commissioner Dorosin asked if either position needs to be filled by a Chapel Hill 3 <br />resident. 4 <br /> Chair Rich said no. 5 <br /> Chair Rich said the position has been open since January, and the BOCC policy allows 6 <br />a vacant position to be filled after 6 months. 7 <br /> Commissioner Price said she had the same question about Bonnie Hauser, but noted 8 <br />that the new BOCC policy had no effective date. 9 <br /> John Roberts said the change is effective immediately. He said he has reviewed the 10 <br />policy, and it does not apply to this hearing pool. 11 <br /> Chair Rich asked how the BOCC would like to proceed. 12 <br /> Commissioner Dorosin said he would like to get more information on why certain boards 13 <br />are exempt from Advisory Board policy that was adopted on Tuesday, October 6th, 2020. He 14 <br />said the BOCC may want to amend this new policy. 15 <br /> John Roberts said the reason some boards are not included is because it is an advisory 16 <br />board policy, and this hearing pool is not an advisory board. 17 <br /> Chair Rich asked if Commissioner Dorosin wants to amend the advisory board policy. 18 <br /> Commissioner Dorosin said he would need more information from the Attorney. 19 <br /> John Roberts said he will have more information for the meeting on October 20, 2020. 20 <br /> Commissioner Price asked if task forces would fall under this policy as well. 21 <br /> John Roberts said the policy does not include taskforces, the election committee, or 22 <br />other short-term committees. 23 <br />Commissioner Price said the BOCC may want to consider this more in the future. 24 <br /> 25 <br />A motion was made by Commissioner Dorosin, seconded by Commissioner Price to 26 <br />nominate Stacy Shakenal to the Animal Services Hearing Panel Pool. 27 <br /> 28 <br />Roll call ensued. 29 <br /> 30 <br />VOTE: UNANIMOUS 31 <br /> 32 <br /> Commissioner Dorosin said he has a question for the Attorney that is covered as 33 <br />privileged communication, and asked if he could send this question via email. 34 <br /> John Roberts said email is fine, but noted his response would have to go to the entire 35 <br />BOCC, not just to Commissioner Dorosin. 36 <br /> Commissioner Dorosin said he understands, and it is completely fine to do so. 37 <br /> 38 <br />Adjournment 39 <br /> 40 <br />The meeting was adjourned at 9:02 p.m. 41 <br /> 42 <br />VOTE: 43 <br /> 44 <br /> 45 <br /> Penny Rich, Chair 46 <br /> 47 <br />Allen Coleman 48 <br />Assistant Deputy Clerk II 49 <br /> 50 <br />Submitted for Approval by Gregory A.
