He said the 2 <br />75-foot buffer contains more evergreens. He said this would be an alternate design option. 3 <br /> Commissioner Marcoplos asked if there was a way to measure the densification. 4 <br /> Craig Benedict said yes, there is a certain amount of trees in each size of buffer. He 5 <br />said the same amount of trees that would go in a 75-foot wide area would be compressed into a 6 <br />50-foot wide area. 7 <br /> Commissioner Marcoplos said that may be an option, as long as the outcome could be 8 <br />measurable. 9 <br /> Craig Benedict said it is quantifiable. 10 <br /> Commissioner Greene said it is quantifiable while the trees are living, but those trees will 11 <br />change, and it is not the same as a 100-foot buffer. 12 <br /> Craig Benedict said the project has a requirement to maintain buffers, and have trees 13 <br />grow from initial planting to mature heights. He said the County monitors this. 14 <br /> Commissioner Greene asked who covers this expense. 15 <br /> Craig Benedict said it is an ongoing inspection process done by the County, and if non-16 <br />compliance is found, the County sends a letter to the Developer for correction. 17 <br /> Chair Rich said she has a problem with the buffers, and would like to see an option that 18 <br />includes the 100-foot buffer on the western and southern property lines. 19 <br /> Commissioner Price agreed. 20 <br /> Commissioner Greene agreed. 21 <br /> Commissioner Marcoplos agreed. 22 <br /> Commissioner McKee said he thinks there needs to be further discussion, as he 23 <br />envisions the 50-foot buffer on the west and the south being all parking lots. He said he does 24 <br />not think a 100-foot buffer would greatly impinge on the building. 25 <br /> Chair Rich said Craig Benedict has proposed a solution, but it is not what the County 26 <br />expects. She asked if Staff could work with the Developer on this issue. 27 <br />Commissioner Dorosin said it is important to consider the trade-offs, and if there could 28 <br />be less parking over, or a taller building at some point, etc. He said it is important to be as 29 <br />creative as possible. 30 <br /> Chair Rich agreed. 31 <br /> Commissioner Marcoplos agreed as well. He asked if there is some value to allow taller 32 <br />buildings on the north side/interstate side. 33 <br /> Commissioner McKee expressed his appreciation to the Developer for revising the 34 <br />delivery traffic out on Davis Road. He said the CZ process involves working within the County’s 35 <br />expectations and the Developer’s needs. He said he would be willing to discuss the issue of 36 <br />building heights in order to maintain the buffers. 37 <br /> Chair Rich said the next issue was land uses. 38 <br /> Michael Harvey said he has a stylistic concern about the project, but not about any of the 39 <br />uses. He said he needs a head nod from the BOCC that the listed uses are acceptable. He 40 <br />said most of the uses are listed in Settlers Point. 41 <br /> Commissioner Price asked if dry cleaning is really allowed, as they often need 42 <br />chemicals. 43 <br /> Michael Harvey said chemicals do not have to be used, and it is up to the operator. He 44 <br />said he does not see a problem with it. 45 <br /> The Board agreed by consensus about the list of uses. 46 <br /> Commissioner Bedford referred to page 58 and the LED lightning, and the word 47 <br />“substantially”. 48 <br /> Frank Csapo said a different style of lighting is required in certain laboratory formats, 49 <br />and this wording is present to accommodate such unique situations. 50
