34 <br /> <br /> Frank Csapo said yes. 1 <br /> Commissioner Bedford asked if Craig Benedict, Planning Director, could explain why the 2 <br />BOCC did not receive communication about the changes from NCDOT. 3 <br /> Craig Benedict said NCDOT gave its response late last week, but the agenda was out 4 <br />already. He said item p says the amount of trips generated can be serviced by the suggested 5 <br />improvements, and if this was ever exceeded then a midblock point would be needed, and p 6 <br />was included to address this. 7 <br /> Commissioner Bedford said it sounds like the Planning Department wants to keep item 8 <br />p, and she is unclear how to define when conditions would be exceeded. 9 <br /> Frank Csapo said the traffic generation study that was approved contemplated a build up 10 <br />to 2.4 million square feet, and said this information could be included as a trigger point for 11 <br />further review. 12 <br /> Michael Harvey said that language is already in the document. 13 <br /> Commissioner Bedford asked if staff would think through this wording, and see if any 14 <br />changes are needed. She said overall this is good news, but she does not understand why she 15 <br />is only just hearing it. 16 <br /> Chair Rich said one reason is that information needs to be shared publicly. 17 <br />Commissioner Greene said items m, n, o, and p are no longer necessary. She thanked 18 <br />the Applicant for taking all traffic off of Davis Road. 19 <br />Commissioner McKee also expressed thanks for the efforts made to take traffic off of 20 <br />Davis Road. He asked if a fully signalized intersection will allow for right and left turns 21 <br />immediately. 22 <br />Frank Csapo said yes. 23 <br />Commissioner McKee said developing a fully signalized intersection will require right of 24 <br />way that does not currently exist. He asked if the Developer had conversations with NCDOT 25 <br />about how to obtain this access. 26 <br />Frank Csapo said the NCDOT approval indicates that there is no funding at NCDOT to 27 <br />secure the right of way, and the responsibility would fall to the Developer. He said in response 28 <br />to that, the Developer has reached out to pertinent property owners and is having ongoing 29 <br />dialogue with them. 30 <br />Commissioner McKee said he was made aware of the amount that was offered for the 31 <br />required land, and he considers it a pittance. 32 <br />Frank Csapo disagreed, and said the Developer is spending more than $5 million to 33 <br />bring water and sewer to the area, and $3 million to bring a fully signalized intersection, which 34 <br />will bring great investment to the area and increase in property values. 35 <br />Commissioner McKee said he is glad that the Developer has been able to make these 36 <br />advances with the plan. 37 <br />Commissioner Bedford asked if the Developer will be required to make improvements 38 <br />where Davis Road and Old 86 meet. 39 <br />Frank Csapo said no. 40 <br /> Commissioner Price asked if the service road will be widened to accommodate traffic, 41 <br />and if the easements are required to do so. 42 <br /> Frank Csapo said yes. 43 <br />Commissioner Price asked if most traffic can be directed to the left. 44 <br />Frank Csapo said the traffic cannot be controlled, but the intersection is immediately 45 <br />adjacent to the I-40 on ramp, and it seems only local traffic will go to the right. 46 <br />Commissioner Price said trucks may be tired of waiting to turn left, and there may 47 <br />additional build out in the area due to the installation of public water and sewer. 48 <br /> Chair Rich said the next issue to consider is the parking area. 49 <br /> Commissioner Greene said she would oppose barbed wire in any part of the property. 50 <br /> Frank Csapo said there will be no barbed wire. 51
