All 4 <br />comments sent to ocbocc@orangecountync.gov on this proposal are viewable at: 5 <br />https://groups.google.com/g/ocbocc. 6 <br /> 7 <br />Proposal: The applicant is proposing to rezone the 3 identified parcels to a new MPD-CZ district 8 <br />allowing for the development of a new master planned project, referred to as the Research 9 <br />Triangle Logistics Park (RTLP) summarized as follows: 10 <br /> 11 <br /> 12 <br />1. Construction of approximately 2,400,000 sq.ft. of building area supporting non-13 <br />residential development and preserve 41 acres (25%) of land as open space. 14 <br />2. Permitted land uses within the new MPD-CZ district would include: a. Health 15 <br />technology, 16 <br />b. Information sciences and engineering, 17 <br />c. Advanced and light manufacturing, 18 <br />d. Scientific research and laboratories, 19 <br />e. Logistics/supply operations, 20 <br />f. Warehousing and supply chain fulfillment services. 21 <br /> 22 <br />The applicant has also provided a list of land uses that would be strictly 23 <br />prohibited within the new district; 24 <br />3. Vehicular access would be through Service Road, running parallel with Interstate 40, 25 <br />and Davis Road; 26 <br />4. Buildings would observe a 6 story height limit consistent with County regulations. 27 <br />Accessory structures (i.e. water tower, telecommunication tower, etc.) may be higher. 28 <br />5. The applicant is proposing imposition of development and design standards (i.e. 29 <br />architectural design, signage, internal and external setback limits, height limits, 30 <br />landscaping/buffer standards, outdoor lighting standards, erosion control/stormwater, 31 <br />etc.) governing overall development of the project if the MPD-CZ district is approved by 32 <br />the County. 33 <br /> 34 <br />During the public hearing several concern(s) were expressed over the project, summarized as 35 <br />follows: 36 <br /> 37 <br /> 38 <br />a. Proposed development is too intensive for the 161 acres of land (i.e. over 2,400,00 39 <br />sq.ft. of building area cannot be accommodated on the 3 parcels); 40 <br />b. Proposed land uses are not in harmony with surrounding property; 41 <br />c. The applicant has not provided sufficient details on proposed land uses. Local 42 <br />residents have expressed concern(s) they will not have a voice is recommending denial 43 <br />of specific tenants; 44 <br />d. Action on the application will result in illegal spot zoning subjecting the County to a 45 <br />court challenge. Specifically the parcel along Davis Road is within the Rural Residential 46 <br />land use category, as defined in the County’s Comprehensive Plan, and was never 47 <br />intended to support high intensity economic development projects; 48 <br />e. The request is inconsistent with various goals and policies of the adopted 2020 49 <br />Comprehensive Plan including but not limited to: 50
