18

NOW THEREFORE BE IT RESOLVED by the Board of Commissioners of Orange 1
County that the Town of Hillsborough/Orange County Central Orange Coordinated Area Land 2
Use Plan and Orange County Comprehensive Plan Future Land Use Map are hereby amended 3
as depicted on the attached maps. 4
5
Upon motion of Commissioner ________________________, seconded by Commissioner 6
________________________, the foregoing ordinance was adopted this ________ day of 7
___________________, 2020. 8
I, Greg Wilder, Interim Clerk to the Board of Commissioners for Orange County, DO 9
HEREBY CERTIFY that the foregoing is a true copy of so much of the proceedings of said 10
Board at a meeting held on ________________________, 2020 as relates in any way to the 11
adoption of the foregoing and that said proceedings are recorded in the minutes of the said 12
Board. 13
WITNESS my hand and the seal of said County, this ______ day of ______________, 14
2020. 15
SEAL 16
__________________________________ 17
Interim Clerk to the Board of Commissioners 18
19
Commissioner Price referred to the suburban style land use, and asked if this will affect 20
the height of buildings. 21
Tom Altieri said no, and height limitations are addressed in the County’s Unified 22
Development Ordinance (UDO). 23
Commissioner Price said she is still concerned that staff is saying this has nothing to do 24
with RTLP, as it clearly does in her mind. She said she is most concerned about the 12 acres 25
being used as industrial/suburban office, etc. 26
Tom Altieri said the recommendation is for the suburban office category, which is 27
applicable to the COCA, and in regards to the County’s FLUM, the recommendation is 28
economic development transition. He said the two plans work together to inform any rezoning 29
that would occur in the area. 30
Commissioner Dorosin said these maps really illustrate a critical problem with many 31
County maps. He said parcels are divided in different zonings and uses, and it is important to 32
look at the boundaries of these areas and clean them up. He said every time one of these 33
issues come up, it adds a complicating wrinkle that parcels have multiple designations on them. 34
He said it is not fair to landowners, and it undermines the long range planning process. 35
Commissioner McKee asked if Tom Altieri could restate his comments about agenda 36
items “b” and “c”. 37
Tom Altieri said this set of land use amendments was originated in 2017, and this 38
evening will conclude this process. He said if the BOCC chooses not to approve the land use 39
amendments, it should do so not based on RTLP, but rather because it believes the area is not 40
suitable for public water and sewer services. He said if the BOCC does approve these land use 41
amendments, it could still make the decision to deny approval of RTLP. 42
