12 <br /> <br />VOTE: UNANIMOUS 1 <br /> 2 <br />PUBLIC COMMENT: 3 <br />NONE 4 <br /> 5 <br /> Commissioner Dorosin asked if any thought has been given to those who do not have 6 <br />access to the Internet in order to apply. He asked if these funds are being publicized. He asked 7 <br />if the reduction in evictions is due to a moratorium on evictions, as opposed to actual progress. 8 <br /> Erika Brandt said those without Internet access can apply through the County’s 9 <br />coordinated entry system, which is being done by phone via the housing helpline. She said 10 <br />hard copies are available at housing offices, with drop boxes available to return. She said 11 <br />COVID has made this process trickier. She said the Department is also working with many 12 <br />community partners to get the word out and help people complete applications. 13 <br /> Commissioner Dorosin said that is encouraging, and he suggested using churches as 14 <br />another network to reach people. He asked if Orange Water and Sewer Authority (OWASA) 15 <br />had been contacted as a possible partner. 16 <br />Erika Brandt said OWASA, Hillsborough Water System and Duke Energy are partners, 17 <br />but reaching out to churches is a great idea. She said the moratorium is a legitimate factor in 18 <br />the reduction of evictions, and staff is looking into further analysis. 19 <br /> Chair Rich said housing staff has also been in contact with Delores Bailey at 20 <br />EmPOWERment, who is being very helpful in getting the word out. 21 <br /> 22 <br />A motion was made by Commissioner Bedford, seconded by Commissioner Dorosin to 23 <br />close the public hearing. 24 <br /> 25 <br />Roll call ensued 26 <br /> 27 <br />VOTE: UNANIMOUS 28 <br /> 29 <br />John Roberts said written comments can be submitted for 24 hours to 30 <br />ocbocc@orangecountync.gov. 31 <br /> 32 <br />A motion was made by Commissioner Bedford, seconded by Commissioner Price to: 33 <br /> 34 <br /> Authorize the Department of Housing and Community Development to submit an 35 <br />application for CDBG-CV funds on behalf of the County 36 <br /> Authorize the Chair to sign the resolution approving Orange County to apply for CDBG 37 <br />funds 38 <br /> 39 <br />Roll call ensued 40 <br /> 41 <br />VOTE: UNANIMOUS 42 <br /> 43 <br /> Chair Rich said if a public comment comes in during the written public comment period, 44 <br />the Board would revisit this vote. 45 <br /> 46 <br /> 47 <br />6.
