11 <br /> <br />RES-2020-058 1 <br /> 2 <br />RESOLUTION APPROVING THE ORANGE COUNTY APPLICATION FOR COMMUNITY 3 <br />DEVELOPMENT BLOCK GRANT FUNDING 4 <br />FOR THE EMERGENCY HOUSING ASSISTANCE FUND 5 <br /> 6 <br />WHEREAS, the Orange County Emergency Housing Assistance fund, formerly called the 7 <br />Housing Stabilization Fund, was established by the Orange County Board of Commissioners in 8 <br />2018 as part of the Risk Mitigation and Housing Displacement Fund in order to provide 9 <br />emergency financial assistance to low-income residents of the County to help secure and 10 <br />maintain stable housing; and, 11 <br /> 12 <br />WHEREAS, the Orange County Board of Commissioners has previously indicated its desire to 13 <br />increase funding to the Emergency Housing Assistance fund in order to stabilize County 14 <br />residents and the local housing market in the wake of the COVID-19 pandemic; and, 15 <br /> 16 <br />WHEREAS, the Commissioners have held two public hearings concerning the proposed 17 <br />application for Community Development Block Grant funding to benefit the County’s Emergency 18 <br />Housing Assistance fund; and, 19 <br /> 20 <br />WHEREAS, the Commissioners wish the County to pursue a formal application for Community 21 <br />Development Block Grant funding to benefit the Emergency Housing Assistance fund; and have 22 <br />invested monies in the amount of eight hundred eighty thousand dollars ($880,000) from the 23 <br />County’s Coronavirus Relief Fund allocation into the project as committed to in the application. 24 <br /> 25 <br />WHEREAS, the Commissioners certify that the County will meet all federal regulatory and 26 <br />statutory requirements of the State of North Carolina Community Development Block Grant 27 <br />Program, 28 <br /> 29 <br />NOW, THEREFORE BE IT RESOLVED, by the Orange County Board of Commissioners that 30 <br />Orange County is authorized to submit a formal application on behalf of Orange County to the 31 <br />North Carolina Department of Commerce for approval of a Community Development Block 32 <br />Grant to benefit the Emergency Housing Assistance fund. 33 <br /> 34 <br /> 35 <br />Adopted this the 6th day of October, 2020 in Orange County, North Carolina. 36 <br /> 37 <br /> __________________________ 38 <br /> Penny Rich, Chair 39 <br /> Orange County Board of Commissioners 40 <br /> 41 <br />ATTEST: 42 <br />______________________________________________ 43 <br />Clerk to the Board 44 <br /> 45 <br /> 46 <br />A motion was made by Commissioner Greene, seconded by Commissioner McKee to 47 <br />open the public hearing. 48 <br /> 49 <br />Roll call ensued 50 <br /> 51
