Second Public Hearing on CDBG-CV Grant Application for Emergency Housing 1 <br />Assistance 2 <br /> 3 <br />The Board held a public hearing on the draft application from Orange County for 4 <br />Community Development Block Grant – Coronavirus (CDBG-CV) funds from the NC 5 <br />Department of Commerce. In addition, the Board considered: 6 <br /> Authorizing the County to submit an application for CDBG funds 7 <br /> Authorizing the Chair to sign a resolution approving Orange County to apply for CDBG-8 <br />CV funds. 9 <br /> 10 <br />BACKGROUND: On August 25, 2020, Governor Roy Cooper announced the availability of $28 11 <br />million from federal Community Development Block Grant – Coronavirus (CDBG-CV) funding to 12 <br />be disbursed to support rental and utility payments and prevent evictions for those with a 13 <br />demonstrated need (see Attachment 1). The funding will be distributed to eligible community 14 <br />agencies around the state that will work directly with North Carolinians on an application and 15 <br />disbursement process. 16 <br /> 17 <br />Orange County intends to apply for the CDBG-CV funds to be used with the County’s existing 18 <br />Emergency Housing Assistance fund, which provides financial assistance to help Orange 19 <br />County residents with low incomes secure and maintain stable housing (see Attachment 2). 20 <br />Assistance is available to households in Orange County that earn no more than 60% of the area 21 <br />median income, have an urgent need for housing assistance, and do not have adequate 22 <br />savings to cover the cost of their housing need. 23 <br /> 24 <br />Before submitting an application, Orange County must hold two (2) public hearings to obtain 25 <br />citizens' comments. The first public hearing was held at the beginning of the application 26 <br />process. The second public hearing – the hearing being held today – must be held after 27 <br />theapplication is drafted but prior to its submission. The draft application is available in 28 <br />Attachment 4, and online at http://orangecountync.gov/DocumentCenter/View/12902/. 29 <br /> 30 <br />The Board of Commissioners must also authorize the County to submit an application for 31 <br />CDBG-CV funds through a resolution (see Attachment 3).
