5 <br /> <br /> 1 <br />and encourage the residents of Orange County to observe this time in ways appropriate to its 2 <br />importance and significance. 3 <br /> 4 <br />Proclaimed this the 6th day of October 2020. 5 <br />____________________________________ 6 <br />Penny Rich, Chair 7 <br />Orange County Board of Commissioners 8 <br /> 9 <br />A motion was made by Commissioner Dorosin, seconded by Commissioner Price to 10 <br />approve the Proclamation designating October 2020 as Domestic Violence Awareness Month in 11 <br />Orange County, and authorize the Board Chair to sign the Proclamation. 12 <br /> 13 <br />Commissioner Price said this petition did not go through the traditional agenda review 14 <br />process, but she said the topic is important to the BOCC, and she hopes all will support it. 15 <br />Chair Rich asked if the word “citizens” can be amended to “residents” to include 16 <br />everyone. 17 <br />Valerie Sauer said this change is acceptable. 18 <br />Commissioner Dorosin and Commissioner Price accepted the amendment. 19 <br /> 20 <br />Roll call ensued 21 <br /> 22 <br />VOTE: UNANIMOUS 23 <br /> 24 <br />5. Public Hearings 25 <br /> 26 <br />a. Public Hearing on the 2021 Reappraisal Proposed Schedules of Rules, Standards 27 <br />and Values 28 <br /> 29 <br />The Board held a public hearing on the 2021 Reappraisal Proposed Schedules of Rules, 30 <br />Standards and Values. 31 <br /> 32 <br />BACKGROUND: As required by North Carolina General Statutes (NCGS) 105-317, the 33 <br />proposed Schedules of Values (SOV) to be used in conducting the 2021 reappraisal were 34 <br />submitted to the Board of County Commissioners on September 15, 2020. At that time, a public 35 <br />hearing was set for October 6, 2020, and notice was advertised in the News of Orange, Chapel 36 <br />Hill News and Durham Herald on September 16, 2020. The proposed Schedules have been 37 <br />available for public inspection in the Orange County Tax Office, Orange County Clerk to the 38 <br />Board's Office, and on the Orange County Tax Office website (available at 39 <br />https://www.orangecountync.gov/878/Revaluation) since September 15, 2020. 40 <br /> 41 <br />The public hearing is the second step in a three- step process to adopt the Schedules that will 42 <br />be used in conducting the 2021 reappraisal. The Board will be asked to adopt the Schedules at 43 <br />its November 5, 2020 regular meeting. Following adoption, the Schedules will be appealable to 44 <br />the State Property Tax Commission for thirty (30) days. 45 <br />The timeline for the 2021 Reappraisal Schedule of Values adoption process is as follows: 46 <br /> September 15, 2020: Submission to Orange County Board of Commissioners 47 <br /> September 16, 2020: Advertise in newspapers 48 <br /> October 6, 2020: Public hearing on SOV 49 <br /> November 5, 2020: Adoption of SOV 50
