3

Commissioner Rich said she sent a resolution for the Board’s review, which she will put 1
forward at the 10/20/2020 meeting, asking North Carolina to no longer support the Hyde 2
Amendment. She said October is breast concern awareness month. She said the Health 3
Department still encourages women to get mammograms done, despite COVID, as it can be 4
done safely. 5
Chair Rich said there was a Partners meeting today (formerly the MAC meeting), and 6
these meetings will take place monthly. She said COVID numbers were up from 1.8% to 2% 7
this week, and UNC was at 4.6% last week and now 5%. She said about 3,100 people are 8
being tested a week, and contact traces are working hard. She said hospitals are not 9
overwhelmed, but flu shots are critical, and she encouraged everyone to get flu shots. 10
Chair Rich said emergency services is spotting Hurricane Delta, with 120 miles per hour 11
winds. 12
Chair Rich said the BOCC wants to extend sincere condolences to Chad Dorill’s family 13
(Appalachian State (ASU) Student who died last week of COVID). She said ASU established a 14
hotline, and UNC has one as well. 15
Chair Rich said traditionally at this meeting the Board of County Commissioners (BOCC) 16
chooses a Commissioners’ Planning Retreat Committee. She said the BOCC can postpone the 17
retreat until the spring, or not hold it at all. She asked if the BOCC wants to move forward on 18
this retreat. 19
Commissioner Price said she would be willing to serve on the committee and discuss 20
details as time moves forward. 21
Chair Rich said the only logistical issue is making sure the BOCC has time to vote on a 22
calendar change, if necessary. 23
Commissioner McKee said he would serve on this committee. He said he would like to 24
wait until the second meeting in November, and make a decision then. 25
Chair Rich said traditionally the retreat is one day, and 7 hours via Zoom would not be 26
ideal. She said retreats are more beneficial in person. 27
Commissioner Greene said she is interested in having a retreat, and would be happy 28
with several Zoom sessions. She said Triangle J has done this. She said a retreat would allow 29
the BOCC to revisit its goals from last year. She petitioned to hear back from Ashley Heger 30
about last year’s goal of tackling hunger. 31
Chair Rich said Commissioner Price, Dorosin, and McKee would serve on the retreat 32
planning committee. 33
All three commissioners agreed to serve. 34
Chair Rich said the committee could talk with the Clerk’s office, and report back to the 35
Board at a later date. 36
37
38
4. Proclamations/ Resolutions/ Special Presentations 39
40
a. Domestic Violence Awareness Month Proclamation 41
42
The Board considered voting to approve a proclamation recognizing October 2020 as 43
Domestic Violence Awareness Month in Orange County. 44
45
BACKGROUND: Domestic Violence is a pattern of control in an intimate relationship where one 46
person uses coercion and violence to gain power and control over a partner. 47
48
In 1989, the U.S. Congress first passed Public Law 101-112 designating October of that year as 49
National Domestic Violence Awareness Month, and has adopted similar legislation each year 50
thereafter. The goal has been to educate and make the public aware of domestic violence 51
