have recommended a roadway design consistent with the approved Efland-Buckhorn- <br />Mebane Access Management Plan (EBM AMP). <br />Driveway access to the Project from Mt. Willing Road will be developed in a future <br />phase (i.e., will not be part of the initial development of the travel center). The <br />applicant has proposed a temporary access road from Mt. Willing Road for <br />emergency vehicle access (i.e., fire, ambulance, Sheriff, etc.). The temporary access <br />has been approved by the County Fire Marshal. <br />Staff has concerns vehicles will be unable to access the proposed travel center <br />directly from Mt. Willing Road until Phase 2 as well as over the proposed elimination <br />of Exit 160. <br />Utilities: The project is proposed to be served by public water (Orange-Alamance Water System) <br />and sewer (City of Mebane). Orange County is continuing to work with Orange-Alamance and <br />City of Mebane officials to address any and all necessary improvement(s) to accommodate the <br />Project. Sewer services shall be provided consistent with the existing inter-local utility <br />agreement between the County and the City of Mebane. <br />STAFF COMMENT: The application was forwarded to Orange-Alamance Water <br />System and City of Mebane staff. As of the writing of this abstract, staff has not <br />received formal comment(s) from Orange-Alamance staff. <br />There are memorandums from the County Staff Engineer and City of Mebane in <br />Attachment 6 concerning provision of services. <br />Erosion Control/Stormwater Regulations: The applicant has indicated the project will abide by <br />existing stormwater, Section 6.14, and erosion control, Section 6.15, regulations of the UDO. <br /> <br />Solid Waste: The applicant has indicated development within the project shall abide by the <br />Orange County Solid Waste Management Ordinance. <br /> <br />Environmental Assessment (EA): The applicant completed the EA for this project as required <br />under Section 6.16 of the UDO. At this time the EA indicates: <br />i. Project will not impact any environmentally sensitive areas; <br /> STAFF COMMENT: Existing water features (i.e. streams, ponds, wetlands) are <br />located within identified open space areas. <br />ii. Steep slopes along the southeastern property line are going to be preserved in <br />established open space/Major Transportation Corridor (MTC) buffers; <br />iii. No culturally/archeologically significant areas have been denoted on the properties; <br />STAFF COMMENT: As detailed in within documents contained within Attachment <br />6 historic structure(s) were previously identified on the property in 1993. These <br />structures no longer possess physical integrity lending them to preservation <br />efforts. <br />iv. There are no floodplains on the Property; <br />v. No endangered species have been identified as being on the Property. <br />STAFF COMMENT: At this stage of review, staff has determined the master concept <br />plan appears to address protection of applicable on-site environmental features. <br />Further review will be necessary, presuming approval, to address environmental <br />impacts associated with anticipated development. <br />22
