Orange County requests that the applicant consider Orange <br />County’s proposed recordation of up to four (4) 30-ft wide public <br />sanitary sewer easements as shown on the attached redlines. See <br />Attachment 1. This accommodation would allow for potential future <br />public sewer service to multiple private tracts that are located <br />adjacent to the Project. <br />ii. The Project is located within the Upper Eno Protected Watershed <br />Zoning Overlay District (Neuse River Basin), as zoned by Orange <br />County, and within an area classified as a High Quality Water <br />(HQW), as zoned by the State of North Carolina. Orange County <br />and the North Carolina Department of Environmental Quality <br />(NCDEQ) will review the Project for compliance with applicable <br />Orange County and State standards, as formal site development <br />plans are finalized and submitted. <br />b. WATER: <br />i. Public water service will likely be provided by Orange Alamance <br />Water System (OAWS). This statement shall in no way be <br />interpreted as a final determination by Orange County or OAWS to <br />serve the Project with public water. <br />ii. OAWS staff has informally notified Orange County Engineering <br />staff that OAWS has available water capacity based on the <br />evaluation of a DRAFT sanitary sewer capacity summary (average <br />daily demand) of 76,421 gallons per day (GPD) as provided to <br />Orange County by the applicant on September 1, 2020. However, <br />OAWS has not yet formally confirmed with Orange County <br />Engineering staff an ability to serve the Project with public water. <br />Orange County Engineering staff is not aware of any detailed water <br />demand data received by Orange County to date. <br />iii. So as to prevent a potentially negative impact to available public <br />water capacity within the regional water service area, Orange <br />County Engineering staff recommends a reassessment of proposed <br />water demands via the incorporation of low-flow water fixtures <br />and/or lower-flow end users throughout the Project, where feasible. <br />iv. If updated water demand data are available, applicant shall provide <br />them to Orange County, specifically so that OAWS may further <br />evaluate their available water capacity and their desire to serve the <br />Project with public water. <br />v. Provide additional information on the proposed dead-end water line <br />near the intersection of Ben Johnston Road on the east side of the <br />Project. It appears that the proposed water line will exist as a dead <br />end throughout both phases of the Project. Applicant shall ensure <br />127
