residential Uses of the UDO, the Project will have to comply with <br />the following impervious surface limitation(s): <br />1. Development is limited to 12% or 5,227 sq.ft. of impervious <br />surface area per acre of property; <br />2. Projects can observe a 70% or 30,942 sq.ft. per acre <br />impervious allotment with the installation of stormwater <br />control measures (SCMs). <br />STAFF COMMENT: Impervious surface area is defined in <br />Article 10 Definitions of the UDO as: <br />A surface composed of any material that <br />impedes or prevents the natural infiltration of <br />water into the soil. Such surfaces include <br />concrete, asphalt and gravel surfaces. These <br />include, but are not be limited to, streets and <br />parking areas, sidewalks, patios, and structures <br />that cover the land. <br />According to the submittal, development of the Project will <br />involve multiple SCMs to address compliance with various <br />provision(s) of the UDO. <br />As a result, there is potential to have 70% impervious on the <br />Property. The Project is required, at a minimum, to design <br />their SCMs to accommodate the on-site infiltration of the first <br />inch of runoff. <br />iii. Stormwater: Per Section 6.14, the Project would have to abide by <br />the following: <br />1. Nutrient load contribution(s) must meet the standards listed <br />in Section 6.14.7 of the UDO and as required by the North <br />Carolina Department of Environmental Quality (NCDEQ); <br />STAFF COMMENT: New development exceeding <br />established nutrient loading rates are required to <br />include engineered stormwater controls designed to <br />have a Primary and/or Secondary Stormwater Control <br />Measure (SCM) per NCDEQ requirements. <br />2. Systems shall be designed to control and treat, at a <br />minimum, the stormwater runoff generated by one inch of <br />rainfall from all project area surfaces; <br />3. Development shall be required to observe a no net increase <br />in peak flow leaving the site from predevelopment conditions <br />for the 1 year, 24 hour, storm. <br />STAFF COMMENT: The Project will comply with the <br />provisions of Section 6.14 of the UDO. <br />110
