development of the Property will be consistent with the master plan and any/all <br />conditions imposed by the County as part of its action on the zoning atlas amendment. <br /> <br />As part of the submittal, the applicant provided a completed Environmental Assessment <br />(EA) application. Staff has also received comment(s) from the Orange County <br />Department of Environment, Agriculture, Parks and Recreation (DEAPR) attached for <br />reference purposes. <br />CURRENT CONDITIONS: <br />I. PIN 9854-16-1576: An approximately 90 acre parcel previously utilized as a farm <br />(i.e. pasture) with frontage on: <br /> Mt Willing Road (western property line); and <br /> I-85/40 freeway on/off ramp (southern property line). <br />There are barns/sheds along the western property line near Mt. Willing Road. <br />There are utility lines running through the parcel, specifically a sewer line through <br />the middle of the property and power lines along the southern property line <br />running parallel with the I-85/40 freeway on/off ramp. <br />Staff has identified the following environmental features: <br />a. Water Features: There are streams running approximately 600 ft. east on <br />the property from Mt. Willing Road and several hydrologically connected <br />ponds (i.e. streams, springs, etc.) on the parcel as well.; <br />Available information indicates there are wetlands on the property, <br />including an area along the western property line, approximately 400 ft. <br />east of an existing driveway access off Mt. Willing Road; <br />b. Floodplain: The parcel is not encumbered by floodplain; <br />c. Slope: <br />i. Northern property line: Varying degree of slope towards the I-85/40 <br />freeway on/off ramp ranging from 4% to 7.5% with the average <br />highest elevation being approximately 676 ft.; <br />ii. Southern property line: Varying degree of slope towards the I- <br />85/40 freeway on/off ramp ranging from 5% to 10% with the <br />average highest elevation being approximately 660 ft.; <br />iii. Eastern property line: North of the intersection of the I-85/US 70 <br />Connector with the I-85/40 freeway on/off ramp, there are <br />significant grade changes in the property ranging from 8% to 12% <br />with the average highest elevation being approximately 658 ft.; <br />iv. Western property line: Varying degree of slope towards the I85/40 <br />freeway on/off ramp ranging from 4% to 6% with the average <br />highest elevation being approximately 630 ft. <br />d.
