KIMLEY-HORN AND ASSOCIATES, INC <br />NC License #F-0102 <br /> <br /> <br />kimley-horn.com 300 Morris Street, Suite 200, Durham, NC 27701 919 682 3583 <br /> <br />MEMORANDUM <br />To: Mr. Chuck Edwards, P.E. <br />NCDOT District Engineer <br />From: Earl Lewellyn, P.E. <br />Kimley-Horn and Associates, Inc. <br />Date: September 15, 2020 <br />Subject: Buc-ee’s West Orange Site – Efland, NC – Traffic Impact Analysis Addendum #2 <br /> <br />Kimley-Horn has performed this addendum to the original Phase 1 [Buc-ee’s – West Orange <br />County TIA (Kimley-Horn, June 2020)] and Phase 2 [Buc-ee’s Phase 2 – West Orange County <br />TIA (Kimley-Horn, August 2020)] analyses, in addition to the “Buc-ee’s West Orange Site – Traffic <br />Impact Analysis Addendum #1” (Kimley-Horn, September 11, 2020), to address comments from <br />the North Carolina Department of Transportation (NCDOT) related to site access. The site is <br />proposed to be located generally north of I-40 between Mt. Willing Road and the US-70/I-40 <br />Connector in Efland, North Carolina. <br />As noted in the original traffic studies, in addition to access on Mt. Willing Road and the I-40 WB <br />Service Road, site access is also proposed on the US-70/I-40 Connector and is proposed to align <br />with Ben Johnston Road. However, NCDOT has requested additional analyses to evaluate the <br />impact of shifting that site access further north along the US-70/I-40 Connector. Based on a review <br />of the roadway network, it was assumed that the driveway would be shifted approximately 400 feet <br />north of Ben Johnston Road and that Ben Johnston Road would be reconfigured to a right-in/right- <br />out intersection. <br />This memorandum presents updated traffic analyses accounting for the shifted site access, and <br />also incorporates the previously analyzed trip generation adjustment for the Buc-ee’s store as <br />analyzed in the “Buc-ee’s Traffic Addendum #1”. Based on discussions with NCDOT, weekday <br />AM and PM peak hours as well as the Saturday peak hour were analyzed for Phases 1 and 2. <br />Existing and Background Traffic <br />Existing and projected Phase 1 and Phase 2 background volumes were obtained from the “Buc- <br />ee’s Traffic Addendum #1” and were not modified for this addendum. <br />Trip Generation <br />Site trip generation for both Phase 1 and Phase 2 were obtained from the “Buc-ee’s Traffic <br />Addendum #1” were not modified for this analysis. <br /> <br />018960 <br />9/15/2020 <br />950
