KIMLEY-HORN AND ASSOCIATES, INC <br />NC License #F-0102 <br />kimley-horn.com 300 Morris Street, Suite 200, Durham, NC 27701 919 682 3583 <br />MEMORANDUM <br />To:Mr. Chuck Edwards, P.E. <br />NCDOT District Engineer <br />From:Earl Lewellyn, P.E. <br />Kimley-Horn and Associates, Inc. <br />Date: September 11, 2020 <br />Subject: Buc-ee’s West Orange Site – Efland, NC – Traffic Impact Analysis Addendum #1 <br />Kimley-Horn has performed this addendum to the original Phase 1 [Buc-ee’s – West Orange <br />County TIA (Kimley-Horn, June 2020)] and Phase 2 [Buc-ee’s Phase 2 – West Orange County <br />TIA (Kimley-Horn, August 2020)] to address comments from the North Carolina Department of <br />Transportation (NCDOT) related to site trip generation. The site is proposed to be located generally <br />north of I-40 between Mt. Willing Road and the US-70/I-40 Connector in Efland, North Carolina. <br />As noted in the original traffic studies, Phase 1 of the development proposes a 120-pump gas <br />station with convenience store with access on the US-70/I-40 Connector and on the I-40 WB <br />Service Road. While specific land uses have not been identified at this time, Phase 2 is assumed <br />to include a 120-room hotel, 8,000 square feet (SF) of medical office space, 30,000 SF of specialty <br />retail space, a 3,500 SF drive-in bank, 12,000 SF of fast casual restaurant space, and 20,000 SF <br />of high-turnover sit-down restaurant space. In addition to access proposed as part of Phase 1, a <br />full-movement access is proposed on Mt. Willing Road with Phase 2. <br />This memorandum presents updated traffic analyses accounting for the trip generation adjustment <br />for both Phase 1 (Buc-ee’s store only) and Phase 2 (Buc-ee’s store plus additional commercial <br />development). Weekday AM and PM peak hours as well as the Saturday peak hour were analyzed <br />for each phase. <br />Existing and Background Traffic <br />Existing and projected Phase 1 background volumes were obtained from the original TIA and were <br />not modified for this addendum. <br />In the Buc-ee’s Phase 2 TIA, Phase 1 site traffic volumes were included in the analysis as <br />background traffic. Based on comments from NCDOT, for this addendum Phase 1 site traffic was <br />generated and distributed separated but included as overall project traffic in order to more-clearly <br />represent the combined impact of the development. <br />018960 <br />9/11/2020 <br />694
