Buc-ee’s Phase 2 – Efland, NC

25

6.8 I-40 WB Service Road – East RI/RO Site Driveway

The following improvements are committed with build-out of phase 1 of the Buc-ee’s – West
Orange County development and were assumed to be in place in the background and build-out
conditions:

 Construct the site driveway as a right-in/right-out access, with one ingress lane and one
egress lane, on the I-40 WB Service Road approximately 750 feet west of the US-70/I-40
Connector.
 Remove the existing I-40 WB Exit Ramp (WB Exit 160)
 Widen the westbound I-40 WB Ramp to provide a continuous through lane and a continuous
shared through/right-turn lane on I-40 WB Service Road through this intersection, tying into
the existing two-lane cross section on the I-40 WB Service Road just west of the exiting WB
Exit 160 Ramp junction.

With the committed improvements in place, the minor street approach (East RI/RO Site
Driveway) is expected to operate with short delays with or without the proposed project in place.
SimTraffic simulations indicate that maximum queues on the westbound approach are expected to
be less than 25 feet in all peak hours. Therefore, no additional improvements are recommended at
this intersection to accommodate site traffic. Note that delays are reported to decrease with the
addition of site traffic. This is due to variations in simulation results and is not uncommon in
instances where delays are short.

Table 6.8 summarizes the operation of the intersection for the projected (2023) background and
build-out traffic conditions.

Table 6.8
Level-of-Service
I-40 WB Service Road – East RI/RO Site Driveway (Unsignalized)*
Condition AM Peak Hour
LOS (Delay)
PM Peak Hour
LOS (Delay)
Background (2023) Traffic SB – A (2.4) SB – A (3.8)
Build-out (2023) Traffic SB – A (2.3) SB – A (3.0)
* Note: HCM methodology does not report an overall level of service for unsignalized intersections. The level of
service and delay for the worst approach (per SimTraffic) are reported above for unsignalized intersections.

471
