Buc-ee’s Phase 2 – Efland, NC

24

6.7 US-70/I-40 Connector – Ben Johnston Road/Site Driveway

Analyses indicate that unsignalized intersection of US-70/I-40 Connector – Ben Johnston Road
currently operates with short delays on the minor street approach (Ben Johnston Road).

The following improvements are committed with build-out of Phase 1 of the Buc-ee’s – West
Orange County development and were assumed to be in place in the background and build-out
conditions:

Construct a site driveway on US-70/I-40 Connector Road opposite Ben Johnston Road to
provide two ingress lanes, and three egress lanes: (a left-turn lane with a minimum 100 feet of
storage, a continuous through lane, and a right-turn lane with a minimum 250 feet of storage)
Construct an exclusive westbound left-turn lane on Ben Johnston Road with 200 feet of
storage and an appropriate taper
Restripe the existing lane on Ben Johnston Road to provide a continuous westbound shared
through/right-turn lane
Construct dual northbound left-turn lanes with 300 feet of storage and appropriate tapers on
US-70/I-40 Connector
Install a traffic signal.

With the committed improvements in place, the intersection is projected to operate at LOS B in
the AM peak hour and LOS C in the PM peak hour with or without the project in place. While
long delays are expected on the westbound approach, SimTraffic simulations indicate that
maximum queues on this approach are expected to be manageable and contained within the
recommended storage length. Therefore, no additional improvements are recommended at this
intersection to accommodate site traffic.

Table 6.7 summarizes the operation of the intersection for the existing (2020) and projected
(2023) background and build-out traffic conditions.

Table 6.7
Level-of-Service
US-70/I-40 Connector – Ben Johnston Road/Site Driveway
Condition AM Peak Hour
LOS (Delay)
PM Peak Hour
LOS (Delay)
Existing (2020) Traffic (Unsignalized)* WB – A (9.6) WB – B (12.3)
Background (2023) Traffic (Unsignalized)* B (17.2) C (20.9)
Build-out (2023) Traffic (Signalized) B (17.7) C (21.6)
* Note: HCM methodology does not report an overall level of service for unsignalized intersections. The level of
service and delay for the worst approach (per SimTraffic) are reported above for unsignalized intersections.

470
