Buc-ee’s Phase 2 – Efland, NC

20

6.3 Mt. Willing Road – I-40 WB Ramps

Analyses indicate that unsignalized intersection of Mt. Willing Road – I-40 WB Ramps currently
operates with short delays on the minor street approach (I-40 WB Ramp).

The following improvements are committed with build-out of phase 1 of the Buc-ee’s – West
Orange County development and were assumed to be in place in the background and build-out
conditions:

Construct a westbound left-turn lane with 280 feet of storage and an appropriate taper on the
I-40 WB Ramp
Extend the existing channelized westbound right-turn lane on I-40 WB Ramp to provide a
continuous channelized westbound right-turn lane between West RI/RO Driveway and Mt.
Willing Road
Restripe the existing westbound shared left-turn lane on I-40 WB Ramp to provide an
exclusive through lane
Install a traffic signal.

With the committed improvements in place, the intersection is expected to operate at LOS B in
the AM peak hour and LOS A in the PM peak hour in the background condition. With the
addition of site traffic, the intersection is expected to operate at LOS B in both peak hours in the
build-out condition. No queuing issues are expected at this intersection based on SimTraffic
simulations, and no additional improvements are recommended at this intersection to
accommodate site traffic.

Table 6.3 summarizes the operation of the intersection for the existing (2020) and projected
(2023) background and build-out traffic conditions.

Table 6.3
Level-of-Service
Mt. The level of
service and delay for the worst approach (per SimTraffic) are reported above for unsignalized intersections.

466
