Buc-ee’s Phase 2 – Efland, NC <br /> <br />10 <br /> <br />5.0 Projected Traffic Volumes <br /> <br />5.1 Existing Traffic <br /> <br />AM peak hour (7:00 to 9:00 AM) and PM peak hour (4:00 to 6:00 PM) turning movement counts <br />were performed at the following intersections: <br /> <br /> Mt. Willing Road – I-40 EB Ramps <br /> I-40 EB Service Road – I-40 EB Entrance Ramp <br /> US-70/I-40 Connector – I-40 EB Ramps <br /> US-70/I-40 Connector – I-40 WB Ramps <br /> I-40 WB Service Road – I-40 WB Entrance Ramp <br /> Mt. Willing Road – I-40 WB Ramps <br /> US-70/I-40 Connector – Ben Johnston Road <br /> Mt. Willing Road – Forrest Avenue <br /> US-70 – Efland-Cedar Grove Road <br /> <br />The AM and PM peak hour counts were collected on May 21-23, 2019. Traffic volumes at two <br />intersection merge points (I-40 EB Service Road – I-40 EB Exit Ramp and I-40 WB Service <br />Road – I-40 WB Exit Ramp) were derived by balancing actual count volumes at adjacent <br />intersections. The existing AM and PM peak hour traffic volumes are shown on Figures 5.1, 5.2 <br />and 5.3, and the intersection traffic counts are included in the Appendix. <br /> <br />5.2 Historic Growth Traffic <br /> <br />Historic growth traffic is the increase in traffic due to non-specific growth throughout the area. <br />An annual growth rate of 2.0% was applied to existing volumes in the study area up through the <br />project build-out year 2023. Background growth calculations are detailed on intersection <br />spreadsheets in the Appendix of this report. <br /> <br />5.3 Pending Development Traffic <br /> <br />Pending development traffic is generated by other projects in the vicinity of the proposed project. <br />For this analysis, site trips from Phase 1 of the Buc-ee’s – West Orange Country development <br />were included as background traffic. <br /> <br />Per the Buc-ee’s – West Orange County TIA (Kimley-Horn, 2020), Phase 1 of the Buc-ee’s – <br />West Orange County development proposes the construction of a 120-pump gasoline station with <br />convenience store. All site traffic and recommended improvements from that project were <br />included in this analysis in the background and build-out traffic conditions. <br /> <br /> <br />456
