Buc-ee’s Phase 2 – Efland, NC

ES-1

Executive Summary

Kimley-Horn and Associates, Inc. has performed a Traffic Impact Analysis for phase 2 of the
proposed Buc-ee’s - West Orange County project located north of I-40 between Mt. Willing Road
and the US-70/I-40 Connector in Efland, North Carolina. As currently envisioned, phase 2 of the
project is assumed to include a 120-room hotel, 8,000 square feet (SF) of medical office space,
30,000 SF of specialty retail space, a 3,500 SF drive-in bank, 12,000 SF of fast casual restaurant
space, and 20,000 SF of high-turnover sit-down restaurant space. Project build-out is anticipated
in 2023. The project will be accessed via one full-movement driveway on the US-70/I-40
Connector aligning with Ben Johnston Road, one full-movement site driveway on Mt. Willing
Road, and two right-in/right-out driveways along the I-40 WB Service Road.

This report presents trip generation, distribution, traffic analyses, and recommendations for
transportation improvements required to meet anticipated traffic demands in conjunction with the
development. The traffic conditions studied include the existing (2020) traffic condition as well
as the projected (2023) background and build-out traffic conditions. Note that I-40 and I-85
routes overlap in the study area. Because the freeway’s east-west orientation through the study
area generally matches I-40’s overall alignment, this report refers to this roadway segment as I-40
for clarity and consistency.

As shown in Table ES-1, the proposed project has the potential to generate 197 new trips in the
AM peak hour and 219 new trips in the PM peak hour on a typical weekday.

Table ES-1
ITE Traffic Generation (Vehicles)
Land
Use
Code
Land Use Intensity AM Peak Hour PM Peak Hour
In Out In Out
110 General Light Industrial 150,000 s.f. 53 7 6 43
310 Hotel 120 rooms 32 23 33 31
720 Medical Office Building 8,000 s.f. 19 5 8 21
826 Specialty Retail 30,000 s.f. 16 10 41 52
912 Drive-In Bank 3,500 s.f. 19 14 36 36
930 Fast Casual Restaurant 12,000 s.f. 17 8 94 76
932 High-Turnover Sit-Down
Restaurant 20,000 s.f. 109 90 121 74
Phase 2 Gross Trips Subtotal 265 157 339 333
Total Internal Capture (Phase 1 + Phase 2) 109 109 181 181
Phase 2 Pass-by Traffic 4 3 52 39
Phase 2 Net New External Trips 152 45 106 113
439
